Mr. Rosengren stated that they will put 1 1 /2" road mix on Bald Eagle Blvd. next <br />month and perhaps then the County would buy the road and take it over. They plan <br />on using a dozer to broaden the shoulders. He will bring the cost for the next <br />Meeting. <br />There was further discussion on 4th Avenue. Mr. Cardinal moved that Mr. Gotwald <br />should meet with Mr. Rosengren and the Road Study Board on plans for 1970 road <br />work prior to the Sept. 4th budget meeting. Seconded by Mr. Rosengren. Carried. <br />The Clerk will send letters to set up a convenient meeting date. <br />Copies of the Uniform Building Code will be given to the Planning & Zoning members <br />to study; they should have a recommendation by the Sept. 22nd meeting. <br />Mr. L'Allier announced that the next meeting of the Anoka County Assn. of Munici- <br />palities would be on August 20th at Coon Rapids. They will review committees to <br />study the possibilities of combining or expanding them. <br />Mr. Locher had no report. <br />Mr, Leo Bruder was in the audience as requested. A report written by Police Officers <br />West and Myhre was read, stating that everything seemed to be cleaned up and in <br />order, that all cars were currently licensed, etc. Mr. L'Allier asked whether <br />there was any scrap iron; Mr. Myhre stated that there was none to be seen. <br />Mr. Bruder kept the things he needed in the shed. There was discussion on the <br />stack of tires Mr. Bruder keeps. Mr. Bruder stated that some of the tires were <br />new and all were in condition to be used on his trucks. Some weeks he has as many <br />as 13-14 flats caused by driving in the dumps. Mr. Cardinal said that it had come <br />to his attention that some of the merchandise was off of his property, to the West. <br />Mr. Bruder stated that all of this material had been moved onto his property. <br />Mr. Locher stated that he could find nothing in the ordinance to prohibit keeping <br />stacks of tires. Mr, L'Allier asked Mr. Bruder whether the tires could be put <br />inside,. Mr. Bruder replied that he could put them inside; he didn't object to <br />this <br />Mr. Bruder asked the Council for permission to make a comment. The papers had stated <br />that he had sold 3 trucks as well as the 4 routes; he wished to deny this as it <br />was not true. He felt that this statement was hurting his business as prospective <br />customers felt he was moving out. Mr. L'Allier stated that this had been corrected <br />in the minutes. The papers should mention the error and correct same. <br />The discussion on the Jandric franchises was again taken up. Mr. L'Allier mentioned <br />the Aug. 7th meeting with the fiscal agent, for which the minutes had not been <br />transcribed. He felt that it was time for a decision to be made. The fiscal agent, <br />Mr. Gotwald, Mr. Locher and Mr. L'Allier had met with Mr. Lamm and Mr. Hayes of <br />the Metro Council on Friday. Mr. Locher described the meeting; they were definitely <br />opposed to a temporary sewage plant and would consider it only as a last resort. <br />They don't feel that our area is yet ready for development. It was possible that <br />Centerville could be temporarily hooked up to the White Bear Line following Hwy. 61, <br />but that this would require pumping. They felt that the whole Metro Council would <br />like to study our proposal and give a recommendation but this would take quite a <br />while. Mr. L'Allier asked Mr. Lamm what Lino Lakes was to do if the Metro Council <br />opposed a sewage treatment plant, if they also opposed individual septic systems, <br />and if they understood that we're in no fiscal condition to put in a municipal <br />sewer system. Mr. Lamm suggested that Lino Lakes suspend all development for two <br />years until the Metro Council was ready for us. Mr. L'Allier informed Mr. Lamm <br />that we had no idea of waiting for the Metro Council to tell us when we could <br />develop. <br />Mr. Gotwald put it simply: "We didn't get any answers." There was considerable <br />discussion on the futility of putting in any kind of central sewage system if the <br />Metro Council had the power to condemn them, ete. <br />
