228 <br />After further discussion, Ivkr. Jaworski moved to turn down the proposed sewer <br />franchise for U.S. Lakes Development Co. and suggest that they go to individual <br />sewer systems with the understanding that they install a central water system. <br />Seconded by Mr. Cardinal. After another long period of discussion in which Mr. <br />Busch pleaded for a chance for U.S. Lakes to try to get Metro approval for a central <br />sewer system, Mr. Cardinal withdrew his second to the motion in order to give <br />U.S. Lakes a try at getting Metro Approval. After still more discussion, Mr. <br />Bohjanen seconded the motion. The vote: Ayes--Mr. Jaworski, Mr. Bohjanen, Mr. <br />L'Allier; No--Mr. Cardinal, Mr. Rosengren. Carried. <br />Discussion on the costs of a central water system followed and then on the buy -back <br />or give -back stipulation on the franchise or the choice of petitioning for munic- <br />ipal water. <br />Mr. Bohjanen moved to deny the water franchise proposed by U.S. Lakes Development <br />Co. and rewrite a contract with different wording. There was no second to the <br />motion. Most of the Council seemed to feel that there was really no objection <br />to giving clear ownership of the central system to the Company for a period of <br />five years when the cost should be paid and then the Company turning over the <br />system to the Village. However, Mr. Busch continued to protest, saying that <br />they could not possibly obtain financing on something which had strings on it, <br />i.e., couldn't give a first mortgage. He felt that the Company should have com- <br />plete free and clear title; after all, the Village could always condemn the system <br />in the future. Mr. L'Allier and Mr. Busch differed in their interpretation of <br />remarks made by Mr. Aschbrenner, Vice President of Drover's State Bank, referring <br />to possible financing with Village take over it a specific number of years. There <br />was also discussion on the low level of Reshanau Lake and the effect this might <br />have on sales of homes in the project. <br />Mr. Jaworski moved that Lino Lakes grant U.S. Lakes Development Co. a water <br />franchise, with the provision that they be given free and clear title to the <br />systems for period of five years, and with the stipulation that after that <br />period of time, at the Council's discretion, the system be turned over to the <br />Village for the sum of $1.00. Seconded by Mr. Bohjanen. Carried unanimously. <br />Mr. Cardinal then moved that the Clerk send a letter to U.S. Lakes Development <br />Co. immediately, setting forth the proposal above, telling them that if the <br />proposal did not meet with their satisfaction, then they should petition for <br />municipal water system hearings. Seconded by Mr. Jaworski. Carried. <br />Mr. Cecil LaMotte came before the Council with copies of his final plat maps for <br />LaMotte's second addition. A report had been received from the County Surveyor <br />giving some things not on the plat; however, Mr. Gotwald stated that these all <br />seemed to have been corrected. Hearings should be set for a final plat acceptance. <br />Mr. Bohjanen moved to set hearings before the P&Z on Sept. 17th and the Council <br />on Sept. 22nd, After discussion on why it was necessary to go before the P&Z <br />on this matter since they had already seen the preliminary plat and there was no <br />changes, Mr. Bohjanen withdrew his motion. Mr. Bohjanen then moved to set the <br />hearing for Mr. LaMotte before the Council on Sept. 8th. Seconded by Mr. Cardinal. <br />Carried. <br />The police report for July showed the following Mileage 1824 miles, 5 recovered <br />automobiles, 3 accidents, 12 complaints, 1 burglar alarm, 4 escapees from the Youth <br />Center taking 7 hours, 1 stolen car, 1 prowler, 3 medical assists, 1 prisoner <br />taken to jail, 2 break-ins, 2 stolen property, 2 vandalism, 1 dog bite and 6 <br />assists to other police departments. <br />The police requested authorization to purchase the following items: new badges <br />and wallet badges, I.D. cards, rain coats (2), new cases for the blankets, a <br />
