1 <br />1 <br />1 <br />Mr. Cardinal stated that Mr. Edwin Anderson, vice - president of the Northwest Saddle <br />Club, had requested a permit to place a trailer house as a permanent dwelling for a <br />caretaker on their property as much of their equipment including the gates has <br />been stolen. Mr. Anderson had been told that two 90-day permits could be issued <br />but then a special use permit was necessary. <br />Mr. Cardinal moved to set hearings for a special use permit for the Northwest <br />Saddle Club to park a trailer on their property on the date of November 19 before <br />the Planning & Zoning Commission and on November 24th before the Council at 8:30 p.m. <br />for both hearings. Seconded by Mr. Jaworski. Carried. The Clerk was instructed <br />to call Mr. Anderson immediately so he could give these facts to a Board Meeting <br />of the Club. The Attorney has the legal description for the property. Mr. Bohjanen <br />stated that Mr. Kluglman of the Club had mentioned that maybe a mall building <br />could be put up instead. Mr. Cardinal thought that the Club might wish to bring <br />in the trailer before the November hearings, and should be allowed to get a 90 -day <br />permit. Mr. L'Allier noted that this 90-day permit was only temporary and would <br />not affect the decision on the special use permit. Mr. Bohjanen thought that the <br />Building Inspector remind the Club that the 90 -day permit was only temporary; he <br />could also specify a spot to park the trailer. The legal description for the <br />permanent site of the trailer, if allowed, could be determined later. <br />Mrs. Sarner, Assessor, had expressed thanks for the raise in salary and also had <br />requested that she be paid monthly rather than in one lump sum. It was the con - <br />sensus of the Council that a monthly wage was all right with them. It was left <br />to the Clerk to set up the payments with Mrs. Sarner (as to when they would start). <br />Mr. Cecil LaMotte stopped in to see if everything was in order for his final plat <br />hearing on the 22nd. Mr. Locher discussed the outlot with him. Mr. LaMotte stated <br />that he would deed the easement outlot to the Village after the plat is accepted. <br />Mr. L'Allier noted that the underground utilities ordinance was on the agenda; <br />however, the representative from NSP was unable to come before September 22nd. <br />Mr. Bohjanen thought it would be better to hear the man before the ordinance was <br />adopted rather than after. Mr. Locher noted that he had received a claim from <br />the Post Office regarding the sign drawings from Naegele which had not been re- <br />ceived. <br />Mr. Cardinl moved that the proposed underground utilities ordinance be adopted <br />with the inclusion of the recommended changes made by Anoka Electric Cooperative. <br />Mr. Rosengren stated thatthe proposed ordinance made no mention of pipelines or <br />other underground facilities excluding telephone and electric lines. There was <br />some discussion on including "distribution" lines in the ordinance, having plans <br />for all lines required and on file, and having the Engineer inspect all such plans. <br />Mr. Cardinal then moved that the previous motion be withdrawn and that Mr. Locher <br />revise the wording of the ordinance to include other underground lines, and that <br />copies of the revised ordinance be sent to the Council and Planning & Zoning members <br />prior to the next meeting.. Seconded by Mr. Jaworski. Carried. <br />Mr. Jaworski had no report. <br />Mr. Bohjanen handed out three copies of the planned brochure and asked that the <br />members look it over and add any corrections or additions to it prior to the next <br />meeting. Mr. Bohjanen will give the Clerk a copy so that extras can be made. This <br />
