1
telling her that she should get a 90-day permit. The Clerk can get the name and
address from Mr. Myhre. Motion seconded by Mr. Bohjanen. Carried. Mr. Jack Sanford
stated that he knew the woman and felt that this could classify as a hardship case.
He was told that she could apply for a special use permit.
Mr. Cardinal stated that they had received a request from Mr. Gary C. McCready to
inspect a house at 1500 County Road H in Fridley, which he and Mr. Dupre had duly
inspected. Mr. Glenn Rehbein had not been available to inspect for the P&Z. Mr.
Cardinal felt that this was a nice home, that it would be an asset to the Village,
that the building inspector felt that it was okay to move in. Mr. Cardinal moved
that the Building Inspector be authorized to issue the necessary per,its to move
Mr. McCready's house into the Village on Holly Drive, about 3/4 mile West of Center-
ville Road; with the stipulation that any damage incurred in moving be fixed up
within 30 days after moving, and that landscaping (including finish grade, seeding
or sodding) be completed by the first of June, 1970. Seconded by Mr. Jaworski.
Carried. It was noted that the Building Inspector would inspect the house to see
that this is complied with.
The hearing for rezoning by Acton Construction was called to order at 9 :02 p.m.
It was shown that notices of the hearing, affidavits of publication and posting
were in order. Mr. Jaworski stated that he had attended the hearing for Acton
before the Planning and Zoning Commission in place of Mr. Cardinal. Mr. Paul Miller
of Acton had told the P&Z that they had no specific plans for the property as of now.
They are waiting on the sewer development. Representatives from B. W. and Leo
Harris had also been present --they will work with Acton to get the sewer line in at
no cost to the Village.
The Planning and Zoning Commission had wanted specific development plans for the area.
This was okay by Mr. Miller, and the hearing was continued for up to six months.
However, Mr. Miller told the Council that he thought he could have plans before the
P&Z by their next meeting. Mr. Jaworski moved that the hearing for Acton be con-
tinued until October 27th at 9 :00 p.m. Seconded by Mr. Bohjanen. Carried unanimously.
The hearing closed at 9:0$ p.m.
Mr. Cardinal moved that Springsted, Inc. be authorized to proceed with the drawing up
of necessary materials for the prospectus on the municipal bond issue for the sale
of bonds. Seconded by Mr. Bohjanen. Carried. The Clerk was instructed to call
Springsted on this the following day and write confirming the action.
It was stated that it was quite all right to consult construction people on the
building. Mr. Gotwald will work on and with the specifications. Mr. L'Allier
mentioned to the audience about renting the present building and the need for a new
municipal building. The estimated maximum cost on the project is set at $100,000;
some of this will probably not be used, depending on construction costs. All
Council members received copies of the specifications.
The Council decided that Mr. Locher should do all necessary legal work on the bonding
project and that his work should be approved by a name legal bond counselor. It was
noted that bondbuyers won't buy unless this approval is put on the issue. Mr. Locher
listed the names of some bond counselors in the state.
Mr. L'Allier asked whether the condemned building on Sunrise Avenue had been torn
down. Mr. Rosengren replied that they couldn't get anyone to do the work at a
reasonable price. Mr. Locher mentioned that notices on the building had been sent
out. It was decided that the building would be torn down with Village equipment.
