246 <br />Mr. L'Allier also asked about the lot full of weeds owned by Windom Realty. This <br />needs notification first, then the Village can cut the weeds and bill the owners. <br />Mr. L'Allier moved that the Clerk send letters of notification on weed cutting to <br />the persons on Mr. Rosengren's list, that the weeds must be removed within 30 <br />days or the Village will cut them and bill the owners. Seconded by Mr. Cardinal. <br />Carried. <br />The Clerk read the minutes she had taken of the special park board meeting with the <br />County Commissioners and representatives of the Metro Council held on September 29th. <br />Mr. Jaworski stated that their plans were vague, that they had no immediate plans <br />for this area. The Metro Council had a problem with money. There was discussion <br />on the road around Centerville Lake to the park. Mr. L'Allier felt that there was <br />a law stating that the County would have to maintain the ingress and egress from <br />the park since it was a county facility. Mr. Cardinal moved that a letter be written <br />to the County stating that we approveF_of the Park Board's plan to build a road from <br />Centerville Park to County 21. Seconded by Mr. Rosengren. Carried. <br />Mr. Jaworski stated that he had attended the meeting with Circle Pines and Lexington <br />on consolidating the police forces. The report made by the police chief of Oakdale, <br />Mr. Robert W. Drowns, gave the cost of a full -time 8-man police force to cost some <br />for everything for the first year, including some 564,760 in salaries. <br />The Clerk was instructed to make copies of the report for the Council. The cost of <br />this force would be $9.82 per capita. Another meeting on this will be held on <br />October 16th at Lexington. <br />Mr. Bohjanen mentioned that the C&BDC would meet on October 1 and work on the brochure. <br />They would bring it in booklet form to the Council. Mr. Bohjanen stated that the <br />brochure would be printed, using a sliding or spiral holder so that pages could be <br />added, colors will be used. Mr. L'Allier thought that it should be mentioned that <br />the Village has building and zoning codes available at the Clerk's office. They have <br />two estimates now and hopefully will have a low cost from a local printer. He should <br />have something by the next meeting. <br />Mr. Bohjanen mentioned that Mr. Lyle Krueger was building a Big Steer restaurant at <br />the I -35W intersection. He then mentioned that Mr. John Wright and Mr. Henry Massey <br />were selling the Oasis Lounge. Mr. Wright introduced Mr. William Horbal who has <br />had two previous establishments. The Attorney is getting information together on <br />licenses. <br />Mr. Bohjanen stated that he had contacted the political parties to see if they will <br />work on the voter registration. The DFL is going house to house urging people to <br />register while the GOP is putting on a phone campaign. It was noted that filing <br />for office would begin the following day at 12:01 a.m. It was mentioned that the <br />St. Joseph's priest had run the notice twice in the church bulletin and mentioned <br />it from the pulpit; also the Lions Club is helping. <br />Mr. Locher read from a sheet summarizing the law on the use of mobile units in voter <br />registration. Mr. Bohjanen remarked that if we couldn't stir up the people to register <br />otherwise, the mobile unit would be no help. <br />Mr. Locher then read from Ord. 31 on the transfer of liquor licenses. These are <br />assignable after inspection by the police if the person meets the residency require- <br />ment. Mr. Horbal will need the insurance and bond as required.
