1 <br />1 <br />1 <br />COUNCIL WORK SESSION MAY 6, 1992 <br />particular area. Mr. Volk explained from an engineering <br />standpoint this does not make sense. He explained that cable <br />lines are not installed until after driveways, landscaping and <br />almost all of the subdivision is complete. This means that lawns <br />are torn up, driveways are excavated across and other landscaping <br />plans are disrupted. Mayor Reinert suggested that the Council <br />enact a resolution and submit it to the cable company. It was <br />noted that all other cities would have to pass a similar <br />resolution before the cable company would consider it. <br />Mayor Reinert asked that Mr. Tesch check with the attorney for <br />the cable company to determine if the cable company has a legal <br />right to withhold service for such a lengthy period of time. <br />Consideration of 49ner Union Contract Proposal <br />Mr. Schumacher explained that he and the union are now in <br />mediation. There will be one (1) more meeting on the issues. <br />The union members will be voting on the contract tomorrow <br />evening. <br />Mayor Reinert told Mr. Schumacher to continue with the <br />negotiations. <br />Comprehensive Park Plan <br />Mr. Aslesen gave the City Council information regarding the <br />proposed Comprehensive Park Plan and asked that they review the <br />information and give him their input before the final draft is <br />prepared. He noted that there has been about a year and one half <br />of planning involved in this issue. At this time, physical <br />amenities in a typical park must be considered. In addition, the <br />financing of the amenities must also be outlined. <br />Mr. Aslesen explained that he has met with Mr. David MacGillivray <br />of Springsted, Inc. to get bonding information. He noted that <br />the Comprehensive Plan does indicate a $3,000,000.00 expenditure <br />in the next five (5) years. It was his opinion that most of this <br />money would come from bonding. He asked the City Council to let <br />him know their feeling on this matter so that the Comprehensive <br />Plan could be modified accordingly. <br />Mr. Volk explained that the Council will see a request for some <br />bonding within the next five (5) years. He noted that the park <br />use is escalating and the only method of financing is bonding. <br />Mayor Reinert explained that if this City is going to promote a <br />bonding program, the program will have to be thoroughly outlined <br />and promoted. The residents will want to know what they get for <br />$2,000,000.00, $3,000,000.00, etc. Mr. Aslesen said that he <br />PAGE 5 <br />
