1 0 <br />COUNCIL MEETING MAY 11, 1992 <br />Mrs. Jacoway also noted that lighting is a problem in her area. <br />She explained that people sometimes turn onto Orange Street by <br />mistake and speed and sometimes cause property damage. She felt <br />a street light and a speed limit sign would help alienate the <br />problem. <br />Mrs. Jacoway again asked for fencing for the drainage area. She <br />explained that neighbors were concerned about what is draining <br />into this pond. Mrs. Jacoway said that Mr. Volk did not satisfy <br />her concerns regarding the placement of hazardous waste in the <br />pond <br />Mayor Reinert acknowledged receipt of the petitions. Council <br />Member Neal said that he would personally view the area tomorrow <br />and said he would help the CSO obtain the proper lighting and <br />signage on Orange Street. Mayor Reinert noted that usually new <br />subdivisions have to donate land or money for park development <br />during the platting process. He explained that the area <br />residents would receive notices of the public hearing regarding <br />the new subdivision and can voice the opinions regarding a <br />neighborhood park at that time. Mayor Reinert also noted that <br />the City is in the process of developing a Comprehensive Park <br />Plan and Mrs. Jacoway could stop in at city hall and view the <br />park plan for her area. He also noted that fencing will not stop <br />children from getting into a ponding area. He also explained <br />that all of Lino Lakes has a high ground water problem and it is <br />not feasible to fence all ponding areas. Mayor Reinert said that <br />the Public Works Department will look into the situation. <br />Mrs. Jacoway said that the CSO Officer had said that Orange <br />Street could be patrol and speeders clocked. Mayor Reinert noted <br />that some of the speeders could be her neighbors. <br />Mayor Reinert thanked Mrs. Jacoway for coming this evening. <br />ENGINEER'S REPORT <br />SECOND READING, Ordinance No. 07 - 92 Amending the Lino Lakes <br />City Code Regarding Connections With Sanitary Sewer Required - <br />Mr. Schneider that the first reading was held on April 27, 1992. <br />At that time it was explained that the current policy on this <br />matter did not agree with the City Code, Appendix B. This <br />ordinance will amend the City Code, Appendix B to agree with the <br />current policy. <br />Mr. Schneider also explained that there currently is nothing in <br />the City Code that would require a resident to hook up to <br />municipal water at the time they hook up to sanitary sewer if <br />municipal water is available.
