58 <br />COUNCIL WORK SESSION JUNE 3, 1992 <br />Mr. Schneider noted that if Mr. Grubbs adds to his current <br />building as he proposes, a sprinkler system must be installed. <br />Mr. Grubbs said that he did not know that this was part of the <br />uniform building code and asked why this would hold up the <br />construction. Mr. Schneider said that if the addition is cut <br />back in size a sprinkler system will not be required. <br />Mayor Reinert explained that the City is not anti - business. <br />However, there are many aging buildings in the City and <br />renovation requires certain procedures. Mr. Grubbs explained <br />that he had constructed a concrete building in 1985 and asked how <br />many other such buildings have been constructed since then. <br />There were none. <br />It was noted that the City Planner did a review of this matter <br />and the review was not favorable. Mr. Schneider explained that <br />all things could be workable. <br />Mayor Reinert asked that this matter be pursued by City Staff. <br />John Herman, Kevin Kroell, Sherwood Green Drainage Issue - Mr. <br />Schneider showed the City Council a plat of Sherwood Green and <br />explained the drainage concern of Mr. Herman and Mr. Kroell. He <br />noted that he has talked to both landowners and suggested that a <br />alternate plan for drainage be implemented. This plan requires <br />connection to a City storm sewer. Mr. Herman and Mr. Kroell have <br />agreed to look at this plan. <br />Adamson /Hanson Pedestrian Bridge - Mr. Schumacher informed the <br />City Council that Mr. Adamson has constructed a foot bridge over <br />the channel in Otter Lake without any permits from DNR, RCWD or <br />this City. RCWD has said that if the foot bridge is not in the <br />ordinary high water area no permit from that agency is required. <br />The DNR has requested an amended permit by this coming Friday. <br />It was noted that the foot bridge is a temporary structure <br />constructed to allow potential buyers to access Otter Bay <br />Peninsula. It was also noted that the foot bridge restricts boat <br />access. Mr. Schumacher explained that only the DNR has authority <br />over the bridge. Council Member Elliott noted that the foot <br />bridge violates the court settlement. Mr. Schumacher explained <br />that the only participation the City has in the court settlement <br />is that the City agreed to post signs. The balance of the <br />agreement is between the people and the developer. <br />Mayor Reinert said that the DNR may put a time restriction on the <br />foot bridge since it is a temporary structure. <br />Surface Water Management Option Under Statute 444 - Mr. Schneider <br />PAGE 3 <br />1 <br />1 <br />1 <br />
