1 <br />1 <br />1 <br />COUNCIL WORK SESSION JUNE 3, 1992 <br />explained that during this discussion of the matter at the last <br />Council meeting, it was noted that the increase rate could <br />increase the cost of a lot from $2,000.00 to $2,200.00. He has <br />calculated the cost for a normal R -1 Residential lot and the <br />increase would be from about $500.00 to $1,200.00. Mr. Schneider <br />noted that the rate would apply to only buildable areas. <br />During the last Council meeting, a question was raised as to <br />which plat would be assessed the new rate. Mr. Schneider <br />suggested that any subdivision that has preliminary plat approval <br />be exempted from the new rate. <br />Mr. Schumacher explained that he was trying to figure a better <br />way to develop a fund to cover costs of surface water management. <br />He noted that in Chapter 444 of State Statutes, there is outlined <br />a formula by which a general levy could be assessed all persons <br />in the MUSA area so all costs will not be assessed to the <br />developers especially when all residents benefit. Sustaining <br />cost could be taken from this fund. Mr. Schumacher noted that <br />the Surface Water Management Plan would then be funded on a two <br />(2) phase basis; 1) developers assessment during platting, 2) <br />overall City levy. <br />There will be more information on this matter at the June 22, <br />1992 Council meeting. <br />County Road J Condemnation - Mr. Schneider explained that Anoka <br />County has sent condemnation notices to the 22 affected <br />landowners in Lino Lakes. <br />League of Minnesota Cities - City Night, Met Center, June 10, <br />1992, 6:30 P.M. to 9:00 P.M. - Mayor Reinert and Council Member <br />Neal said that they would be attending this portion of the League <br />Conference. <br />49ers Mediation Update - Mr. Schumacher explained that he is <br />still in negotiation with the union. He noted that the State <br />Mediator has said that he felt the City proposal is a fair <br />proposal. <br />Annexation Hearing Update - Mr. Schumacher explained that the <br />initial hearing was held May 28, 1992. Centerville did not <br />complete presenting their case and the hearing was continued to <br />June 22, 1992. Probably, not all testimony will be completed on <br />that date and another date will be selected. Mr. Schumacher felt <br />that all was going well. <br />Council Member Bergeson explained that he and Council Member Neal <br />attended the last Consolidation Committee meeting and after the <br />PAGE 4 <br />59 <br />
