1 <br />1 <br />1 <br />COUNCIL WORK SESSION JULY 8, 1992 <br />were started before the Municipal Board and then it was <br />determined that the petition for annexation to Centerville was <br />not signed by 100% of the affected landowners. The process will <br />begin over again and may not be started until near the end of the <br />year. <br />Common Ground Proceedings - Mr. Schumacher explained that the <br />Common Ground proceedings had been progressing and subcommittees <br />were formed to investigate police protection and public works <br />services for the communities involved. During this time the City <br />of Centerville and the City of Circle Pines negotiated and signed <br />a new two (2) year service agreement without notifying the other <br />cities involved in the common ground proceedings. Mr. Schumacher <br />said it is his opinion that the City of Centerville and the City <br />of Circle Pines are not very serious on working on programs that <br />would benefit all cities and save their citizens tax dollars. ' <br />Council Member Neal said that he has been in contact with the <br />City of Lexington and noted that they may be looking at proposals <br />for police protection. He suggested that the City of Lino Lakes <br />prepare such a proposal. <br />Council Member Kuether expressed concern regarding spending a <br />great deal of time working on something that is not being <br />seriously considered by the other communities. She asked that <br />this matter be mentioned at the next Council meeting so that the <br />residents of the City of Centerville understand that they will be <br />paying more for police protection that what was proposed by this <br />City. <br />Mayor Reinert said that he still believes in the idea behind the <br />Common Ground Committee. He did not want to jeopardize the <br />situation. Mayor Reinert asked that the Common Ground Committee <br />go forward with the study and see what the City of Centerville <br />could have saved in regard to police protection. Council Member <br />Bergeson asked if the City of Lino Lakes could withdraw from the <br />Common Ground Committee but leave the option open for the future. <br />Mr. Schumacher was asked to draft a letter to the City of <br />Centerville and the City of Circle Pines saying that this City <br />feels bad that the Common Ground Committee cannot continue to <br />function when member communities make commitments without the <br />input of all the communities. Mr. Schumacher was also asked to <br />draft a letter to the City of Lexington indicating that Lino <br />Lakes was willing to negotiate police protection for that city. <br />Mr. Schumacher noted that what is being shared in public works is <br />already being shared.
