1 <br />1 <br />1 <br />COUNCIL MEETING AUGUST 24, 1992 <br />SEH has proposed to do the work necessary to prepare this document <br />for an estimated $6,900.00 using the work already done as a basis. <br />Council Member Neal moved to adopt Resolution NO. 92 - 106 ordering <br />preparation of the "Level One Layout Document ". Council Member <br />Elliott seconded the motion. Motion carried unanimously. <br />Resolution NO. 92 - 106 can be found at the end of these minutes. <br />ATTORNEY'S REPORT, BILL HAWKINS <br />Consideration of Approving Quit Claim Deed to Robert P. and Mary L. <br />Appleby, Lot 20, Block 3, Woodridge Estates - Mr. Hawkins gave the <br />background on this matter and explained that the purpose of the <br />Quit Claim Deed was to remove a park trail easement from the <br />Appleby's lot. Removal of the easement will not jeopardize the <br />overall trail system since there is another area where the trail <br />could be located. Mr. Hawkins will keep the Council updated on the <br />final solution to this matter. <br />Council Member Kuether moved to approve the Quit Claim Deed. <br />Council Member Neal seconded the motion. Motion carried <br />unanimously. <br />CONSIDERATION OF ADOPTING AN OUTLINE FOR ANALYSIS OF FINANCIAL <br />IMPACT ON PROJECTED FUTURE DEVELOPMENTS <br />Mr. Schumacher explained the proposed outline and noted that it is <br />broken down into specific areas. He noted that the goal is to <br />produce a document that will analyze growth factors and in turn <br />create formulas which will allow the City to determine how a <br />development will affect various aspects of the City. A fact sheet <br />will then be prepared for each new proposed subdivision showing how <br />that subdivision will affect police, fire or other city services. <br />This fact sheet will allow the City Council to make decisions about <br />future subdivisions based on the impact they will have on the <br />community and where commercial and industrial development come into <br />play. <br />Mr. Schumacher said he expected that the scope of the project would <br />be a ten (10) year period and would include all acreage within the <br />MUSA boundaries. Mr. Schneider, Mr. Tesch, and Mr. Schumacher will <br />be the principles on the project and will ask for a City Council <br />liaison to assist in developing methodologies and standards. It is <br />anticipated that the technical portion of the document will be <br />finished by January, 1993 and operational by March, 1993. <br />Mr. Schneider said that it is planned to keep the document simple <br />and easy to modify or change and it should provide meaningful input <br />PAGE 10 <br />209 <br />
