208 <br />COUNCIL MEETING AUGUST 24, 1992 <br />Trunk Phase II feasibility report for the extension of trunk <br />watermains and sanitary sewers through this same area was prepared <br />for the City in June, 1989. Since that time, the configuration of <br />lots and roadways in the project area has evolved which impacts the <br />utility alignment and the estimated construction costs. <br />The extension of trunk utilities in this area is consistent with <br />the comprehensive plans which have been prepared for the City. <br />Utility service is also critical to the development of business <br />interest in the Lino Business Park which flanks Apollo Drive. <br />Extending utilities under Apollo Drive would minimize right -of -way <br />acquisition costs. It would also reduce the need for utility <br />easements along back lot lines making properties in this area more <br />attractive to development. <br />The estimated construction cost for the extension of the West <br />Central Trunk to Lilac Street is $405,000.00. The assessments <br />generated by the lots which would be served are expected to total <br />about $520,000.00. It is proposed to prepare a preliminary study <br />to evaluate alternative alignments, estimated costs, assessments <br />and financing alternatives. <br />Council Member Elliott moved to adopt Resolution No. 92 - 105. <br />Council Member Neal seconded the motion. Motion carried <br />unanimously. <br />Resolution No. 92 - 105 can be found at the end of these minutes. <br />Consideration of Resolution No. 92 - 106 Ordering Preparation of <br />report on the T.H. 49 /CSAH No. 23 (Lake Drive) Intersection Re- <br />Alignment in the Form of a "Level One Layout Document" in <br />Accordance with MnDOT Procedures for the Development of the Project <br />by Cooperative Agreement - This project has been in process since <br />1989. It has been a complex and difficult process as it involves <br />a cooperative agreement with both MnDOT and Anoka County. The <br />process experienced a significant setback in November, 1991 when <br />MnDOT decided that this intersection could only be considered as <br />part of the turn back of T.H. 49 to Anoka County. <br />At a meeting with MnDOT and Anoka County on August 12, 1992, a <br />significant breakthrough was made when MnDOT and Anoka County <br />agreed that this intersection should and could be taken out of the <br />turn back process. This development enables the City to proceed to <br />implement the project by re- entering the cooperative agreement <br />procedure. Assuming cooperation with MnDOT and Anoka County, <br />construction could begin in the spring of 1993. <br />The next step in the re- defined process is the preparation of a <br />feasibility report or "Level One Layout Document" in MnDOT jargon. <br />PAGE 9 <br />1 <br />1 <br />
