COUNCIL MEETING AUGUST 24, 1992 <br />screening be provided on the north side of the property line <br />adjacent to the parking area in the form of a fence or plantings. <br />The parking area is to be located a minimum of five (5) feet from <br />the side property line. A curb stop or bumper must also be <br />installed as required by the City Code. Any lighting for the <br />parking area should be reflected away from adjoining properties. <br />Signage should be in accordance with the City Sign Ordinance and <br />proper permits obtained. <br />The Planning and Zoning Board recommended approval of the request <br />with the following conditions: <br />1. Proper building and sign permits to be obtained. <br />2. Parking area to be paved to 58 feet in width and curbing or <br />bumpers be installed on the north side of the parking area. <br />3. Screening or fencing be provided on the north side of the <br />parking area and this area be a minimum of five (5) feet from <br />the side property line. <br />4. One (1) handicapped parking space be provided. <br />Mayor Reinert asked if the proposed Apollo Drive extension would <br />involve this lot. Mr. Schneider said no, the Apollo Drive <br />extension would make this a corner lot. <br />Council Member Bergeson asked what assurances are provided to see <br />that the parking lot and fencing are completed in a timely manner. <br />Mr. Hawkins suggested that the applicant provide a financial <br />guarantee that the site is prepared as directed. Council Member <br />Bergeson asked that future site plan review recommendations from <br />the Planning and Zoning Board include a time limit specification. <br />Mr. Hawkins noted that the financial commitment would guarantee <br />that all work would be completed as outlined. <br />Council Member Kuether moved to approve the site plan review for <br />Buys Chiropractic Clinic, 7661 Lake Drive. Council Member Neal <br />seconded the motion. Motion carried unanimously. <br />Ms. Wyland was asked to bring the matter regarding a financial <br />guarantee to assure that all items are completed in a timely manner <br />to the Planning and Zoning Board. <br />Minor Subdivision, J. MacNeil, Sunset Avenue and North Road - Mr. <br />MacNeil is requesting permission to subdivide his property into <br />three (3) parcels. The property is zoned R -1, Residential and is <br />located within the MUSA boundary.
