1 <br />1 <br />1 <br />COUNCIL MEETING <br />SEPTEMBER 14, 1992 <br />There was no Old Business. <br />Common Ground Committee - Council Member Bergeson noted that <br />letters had been received from the City of Centerville, City of <br />Circle Pines and the City of Lexington regarding the future of <br />the Common Ground Committee. He asked that the Council prepare a <br />response to these letter at the next Council work session. <br />NEW BUSINESS <br />Consideration of Resolution No. 92 - 115 Authorizing the City <br />Clerk- Treasurer to Certify Delinquent Water and Sewer Bills for <br />Collection with the 1993 Property Taxes - Each year the Utility <br />Billing Clerk prepares a list of homeowners who have unpaid sewer <br />and water bills that are delinquent two (2) or more quarters. A <br />resolution has been prepared listing all of the delinquent <br />accounts. An administration fee of $30.00 will be added to the <br />delinquent account balances. <br />Council Member Kuether moved to adopt Resolution No. 92 - 115 as <br />presented. Council Member Neal seconded the motion. Motion <br />carried unanimously. <br />Resolution No. 92 - 115 can be found at the end of these minutes. <br />Consideration of Resolution No. 92 - 116 Authorizing the City <br />Clerk- Treasurer to Certify Delinquent Root Graft Bills for <br />Collection with the 1993 Property Taxes - In 1989 and 1990, the <br />City of Lino Lakes rented equipment to perform root graph <br />treatment in various neighborhoods that showed problems with Oak <br />Wilt. The City also enacted an ordinance which dealt with Oak <br />Wilt control and described abatement procedures. <br />The City billed the residents for Oak Wilt control performed on <br />their property. Several reminders were sent and some residents <br />did pay their bills and other ignored the bills. Resolution No. <br />92 - 116 lists those residents still owing root graft payments. <br />Neither interest or an administration fee will be added to these <br />bills since the ordinance does not provide for such added <br />charges. <br />Anoka County has now purchased a vibrator plow and rents it to <br />the City for $1.00. City residents are no longer charged for <br />root graft control procedures. <br />Council Member Kuether moved to adopt Resolution No. 92 - 116. <br />Council Member Bergeson seconded the motion.
