222 <br />COUNCIL MEETING SEPTEMBER 14, 1992 <br />homeowners group withdrew their request for a private boat <br />launch. The executive secretary of the homeowners association <br />has changed and the City is being asked to reconsider a private <br />boat launch again. <br />Mrs. Ostergren asked who withdrew the application for the boat <br />launch? Mr. Brown said that it appeared that several members of <br />the Planning and Zoning Board were going to recommend denial of <br />the entire park. The past executive director then withdrew the <br />boat launch request. <br />Mr. Schumacher explained that the Planning and Zoning Board is a <br />recommending board, however, the City Council has full authority <br />to make a decision in the matter. Mr. Dunn explained that if the <br />homeowners association does not honor the compromise agreement, <br />then the compromise agreed on by non - members of the homeowners <br />association will not be honored either. <br />RICE CREEK WATERSHED DISTRICT REPORT, WADE SAVAGE AND GERALD <br />SANDE <br />Mr. Savage, treasurer for the Rice Creek Watershed District <br />(RCWD) and Mr. Sande, president of the board appeared before the <br />City Council to address questions that the City Council had <br />regarding improvement projects in the RCWD. <br />Mr. Savage reviewed a project in Lino Lakes constructed in 1986 <br />with assistance from the RCWD (Improvement of County Ditch No. <br />22). He noted that a particular procedure must be followed <br />beginning with a petition for improvement from the City. Mr. <br />Savage said that funding for improvements in the RCWD has changed <br />since that project was completed. Mr. Savage also gave a brief <br />background on how the RCWD was formed and how RCWD managers are <br />appointed. <br />The RCWD has been asked to help fund a project associated with <br />Locke Lake. Mr. Savage explained the details of the project and <br />noted that to be eligible for RCWD funding, a project must be <br />included in the 509 Plan. A public hearing on the proposed <br />project is set for December 9, 1992 and testimony will be given <br />to determine if the improvement project is appropriate, <br />practicable and necessary. <br />Mr. Savage referred to a proposed project for the West Shadow <br />Lake Drive area. The project included raising West Shadow Lake <br />Drive in the area of the creek where it crosses from Reshanau <br />Lake to Rice Lake, killing the rough fish and devising a method <br />of controlling the lake level of Reshanau Lake.
