Mr. Savage explained that as the engineer <br />got into the project, it appeared that the proposed project would <br />not be effective and he did not recommend the project. <br />Mr. Savage said he felt that raising West Shadow Lake Drive was a <br />possible project. The proposal to dredge Reshanau Lake excited <br />the City of Fridley because there was a lot of flooding <br />downstream and lowering the bottom of the lake appeared to be a <br />good solution because the lake should hold more water. However, <br />after further analysis by RCWD engineer's, this possible project <br />was also abandoned because it simply would not do the job. <br />Mr. Savage told the Council that the RCWD is interested in <br />conserving waters anywhere in the district. He also said he knew <br />that it was difficult for municipalities to understand paying for <br />an improvement project that did not benefit their community. <br />Mr. Gerald Sande said he understood the concern of this Council <br />regarding the possibility of adding more dollars to residential <br />taxes. He briefly outlined the Locke Lake project and noted that <br />it was a beautiful small lake until the dam broke. If it is <br />improved as proposed, the RCWD will require that the lake become <br />an "ambiguous" lake open to the public for canoeing, with a trail <br />system and park. Mr. Sande noted that the RCWD will not take <br />action on the proposed project until after the December 9, 1992 <br />public hearing. <br />Mr. Sande explained that the RCWD is reviewing the petition at <br />this time and has requested that the assessor update his <br />evaluation on all of the properties surrounding the lake. The <br />dam will be funded by the City of Fridley and some grants are <br />available. The homeowners around the lake will be taxed about <br />$6,000.00 to $7,000.00. Additional funding will come from a <br />district wide tax levied by the RCWD. Mr. Sande said that many <br />questions about the proposed project have been received. All <br />questions should be answered at the public hearing when the <br />petition is addressed and the engineers report is received. <br />Council Member Bergeson asked how much money the RCWD proposes to <br />levy. Mr. Sande said that the City of Fridley has requested <br />$1,500,000.00 and a compromise has been reached for $800,000.00. <br />However, nothing has been approved and will not be considered <br />until after the public hearing. <br />Council Member Bergeson said he had visited the lake and noted <br />that if this City Council were to propose such an improvement <br />with such a large cost, the Council would be voted out of office. <br />He noted that the benefit is hard to see.
