224 <br />COUNCIL MEETING SEPTEMBER 14, 1992 <br />Mr. Sande said that the RCWD would welcome ideas and help from <br />all the municipalities. He asked that the city engineer's talk <br />to the RCWD engineers. <br />Mr. Schumacher asked Mr. Sande how many projects of this size has <br />RCWD participated in during the past. Mr. Sande list several <br />projects including participation in the Long Lake chain of lakes <br />project, the Lake Johanna and Lake Josephine improvements and the <br />Golden Lake sediment pond in Circle Pines. None of these <br />projects were as costly as this proposed project. <br />Mr. Savage noted that RCWD is looking at improving the <br />Centerville Lake /Peltier Lake water quality. At this time the <br />proposed project would cost $100,000.00 but the total bill could <br />reach $1,000,000.00. <br />Mr. Schumacher asked what effect would the proposed Locke Lake <br />project have on a $85,000.00 home. It was explained that it <br />would be a one (1) time tax of $16.00 to $17.00.00 because the <br />RCWD has a large tax base. <br />Donald Dunn, 6885 Black Duck Drive said he was intrigued by the <br />remarks made regarding Reshanau Lake. He noted that sometimes <br />Reshanau Lake fluctuates five (5) or more feet. He noted that <br />control of water depth affects the water quality. Mr. Dunn <br />explained that the residents around Reshanau Lake will be <br />addressing this concern in the near future. He said he felt that <br />Lino Lakes should be working with the RCWD to alleviate overall <br />water quality problems and put something in place that is <br />beneficial from Lino Lakes all the way to Fridley. Mr. Dunn <br />commended Council Member Bergeson for his remarks. <br />Mr. Glenn Bowen, 6873 Black Duck Drive explained the reason <br />interest dropped regarding the improvement of Reshanau Lake was <br />because RCWD did not have any money and the residents were <br />looking at a possible $1,500,000.00 assessment. Mr. Bowen noted <br />that Reshanau Lake is 311 acres as compared to approximately 20 <br />acres in Locke Lake. He also noted that when he tried to work <br />with RCWD he was told that any project would only benefit the <br />lake shore owners. Mr. Savage said that the RCWD had only <br />received an informal request. All requests for action of the <br />RCWD must be done formally through a petition. <br />The City Council thanked Mr. Sande and Mr. Savage for appearing <br />this evening. <br />PLANNING AND ZONING BOARD REPORT <br />Planned Development Overlay for Private Park, Reshanau Park <br />Estates - This item was tabled until September 28, 1992. <br />PAGE 5 <br />
