1 <br />1 <br />1 <br />COUNCIL MEETING SEPTEMBER 14, 1992 <br />Preliminary Plat, Quail Ridge - The preliminary plat was <br />displayed on the overhead projector. The proposed development is <br />for a 40 acre parcel located north of Birch Street and east of <br />Lakes Additions. Ward's Lake shoreland areas encompass a portion <br />of the site as does County Ditch #25. The site is zoned R -1X, <br />Single Family Executive Residential and Shoreland Overlay. The <br />developer also wishes to utilize the Planned Development Overlay <br />(PDO) designation to maintain an overall density in accordance <br />with the R -1X District while requesting some flexibility on lot <br />area and lot widths. <br />The Park Board and the Planning and Zoning Board have extensively <br />reviewed this proposal and have recommended changes to the <br />original layout. The RCWD and the Army Corp of Engineers have <br />also reviewed and requested that the developer make adjustments <br />based on their review. The plan submitted has the Park Board <br />approval and the Planning and Zoning Board approval with <br />recommendations outlined in the September 10, 1992 "green sheet ". <br />Council Member Bergeson noted that earlier concerns regarded <br />setback from the lake. The original plan has now been amended to <br />show these areas dedicated as open space and the final plat is in <br />compliance with all setback requirements. <br />Council Member Bergeson noted the cul -de -sac at the north end of <br />the proposed plat and asked if future development is planned for <br />the area north of this subdivision. It was noted that no <br />specific plans have been prepared at this time. This area <br />eventually would be part of the Pheasant Hills Preserve <br />development. It was noted that the cul -de -sac could be <br />temporary. <br />Council Member Elliott moved to approve the preliminary plat of <br />Quail Ridge subject to the conditions outlined in the "green <br />sheet ". Council Member Kuether seconded the motion. Motion <br />carried unanimously. <br />SECOND READING, Ordinance No. 17 - 92, Rezone of Cottage <br />Homestead Senior Housing from Single Family Residential (R -1) to <br />a Combination of High Density Residential (R -4) and Planned <br />Development Overlay (PDO) - The first reading of this ordinance <br />was held on August 24, 1992 and no adverse comments have been <br />received regarding the rezone request. <br />Council Member Neal moved to adopt the SECOND READING of <br />Ordinance No. 17 - 92 and dispense with the reading. Council <br />Member Elliott seconded the motion. Motion carried unanimously. <br />Council Member Bergeson noted that this action is for the rezone <br />request only and does not include any approval for TIF or other <br />approvals. <br />PAGE 6 <br />225 <br />
