226 <br />COUNCIL MEETING SEPTEMBER 14, 1992 <br />Ordinance No. 17 - 92 can be found at the end of these minutes. <br />SECOND READING, Ordinance No. 18 - 92, Rezone of Lot 43, Apollo <br />Meadows from Single Family Residential (R -1) to Medium Density <br />Residential (R -3) - This ordinance had its first reading at the <br />August 24, 1992 Council meeting. There are no specific plans for <br />the site at this time but the property would be acting as a <br />buffer between the R -1 district to the west and the Light <br />Industrial district to the east. <br />No adverse comments have been received regarding the proposed <br />rezoning. <br />Council Member Elliott moved to approve the SECOND READING of <br />Ordinance No. 18 - 92 and dispense with the reading. Council <br />Member Bergeson seconded the motion. Motion carried unanimously. <br />Ordinance No. 18 - 92 can be found at the end of these minutes. <br />Site Plan Review, Northern Natural Gas, 8198 - 20th Avenue - This <br />request is for permission to construct a building to house <br />regulating and measuring equipment. The proposed construction <br />involves a 6' x 9' EFM building and a 12' x 16' Meter building. <br />The proposed construction would be on a 100' x 100' easement <br />located on the northern boundary of the City just east of 20th <br />Avenue. The property is zoned Rural and this type of <br />construction requires a site plan review by the City Council. <br />The site will be secured by a 6' high chain link fence and <br />accessed by a driveway on the north side of the site. The entire <br />easement will be covered with 6" of deep crushed rock. The <br />building will have steel siding and be similar in appearance to <br />one located in Hugo at the intersection of Highway 61 and 175th <br />Street. <br />The Planning and Zoning Board has recommended approval of the <br />site plan and the Building Inspector has indicated that there is <br />no problem with the issuance of building permits. <br />Council Member Kuether noted that the plan proposes that the <br />building be sided with metal siding. She asked if this <br />conflicted with the City Code since metal siding in prohibited in <br />most zones. Mr. Schumacher noted that metal siding was <br />eliminated in all commercial zones and noted that the City had <br />required that the telephone company use brick siding. <br />Mr. Dennis Werkmeister, representing Northern Natural Gas <br />explained there are certain state and federal requirements that <br />must be met regarding the construction material used in these <br />buildings.
