COUNCIL WORK SESSION <br />SEPTEMBER 9, 1992 <br />be the year to increase the levy since both the school district <br />and the county will decrease their levy. Council Member Bergeson <br />noted that the City has the added burden of sales tax and Mayor <br />Reinert noted that there is no way to predict what will come from <br />state aid. He also noted that Certificates of Indebtedness are a <br />good method of spreading costs over a number of years. <br />There was discussion regarding using Certificates of Indebtedness <br />for capital expenditures. Ms. Vaske explained that this is a <br />good method of purchasing capital equipment and this City is <br />acting responsibly by using Certificates. <br />Mr. Schumacher explained that this matter will be on the agenda <br />for Monday, September 14, 1992. The City Council will have <br />approximately three (3) months to approve the final 1993 Budget <br />and 1993 levy. <br />There was further discussion regarding the proposal to levy <br />$150,000.00 over the 1992 levy. Council Member Bergeson asked <br />for an explanation of budget items beyond the control of the City <br />Council. Mr. Schumacher listed such items as the Centennial Fire <br />District contract, salaries, sales tax, debt on certificates of <br />indebtedness, waste management and others. Mayor Reinert <br />explained that he was opposed to raising taxes when the economy <br />is this poor. Council Member Elliott asked if Mayor Reinert <br />would feel more comfortable with a levy $100,000.00 over the <br />previous levy. Mayor Reinert said yes. <br />Mr. Schumacher explained that it will take seven (7) or eight (8) <br />Council meetings to set the final 1993 Budget and levy. <br />September 24 1992, 5:00 P.M. was set for discussing the Police <br />Department Budget and October 1, 1992, 5:00 P.M. was set for <br />discussing the Public Works Department budget. <br />Dennis Wegan, 1310 Birch Street - Mr. Schumacher explained that <br />Mr. Wegan is operating a business from his residence in violation <br />of the City Code. His neighbors have voiced complaints about the <br />business. Mr. Wegan was advised of his non - conforming usage and <br />ordered to stop the activity. This matter is now in the courts. <br />Mayor Reinert asked that Mr. Schumacher call the complainants and <br />let them know the status on this matter. <br />Mr. Schumacher explained that he had spent more than an hour and <br />half with Mr. Wegan reviewing the entire matter with him. He <br />reminded Mr. Wegan that he had signed an agreement to discontinue <br />operating a business at his residence. Mr. Wegan noted that <br />similar businesses are being operated in various parts of this <br />City and he felt he was being discriminated against. Mr. <br />Schumacher noted that the City Council should be consistent on <br />all such matters. Council Member Kuether noted that the <br />PAGE 2 <br />
