1 <br />1 <br />1 <br />CITY COUNCIL COMMUNICATION SESSION FEBRUARY 6, 1993 <br />this fund and be available for costly maintenance items such as <br />catch basin replacement, street light replacement and other such <br />items. At this time the City has not collected any money for <br />these maintenance items. <br />Mr. Volk explained that street light maintenance is now averaging <br />about $14,500.00 per year and will escalate to about $60,000.00 <br />per year within the next 10 years. This cost does not include <br />replacement costs. The question that must be answered is should <br />these costs be spread over a period of years or should they be <br />financed as they occur? <br />J. Hodgson Road/Lake Drive Intersection <br />Mr. Schneider explained that four (4) years ago the City started <br />an active program of improving the intersection of Lake <br />Drive/Hodgson Road. Traffic continues to build and safety is <br />becoming a very significant issue. The plan is to make this <br />intersection a square intersection by aligning Hodgson Road and <br />North Road. The improvement involves three (3) entities (City of <br />Lino Lakes, County of Anoka and State of Minnesota) and is <br />further complicated by the expensive land in the area. The City <br />has taken a very active roll in developing this improvement and <br />the other agencies have responded. <br />The estimated cost of the improvement is $1,600,000.00. MnDOT <br />would be responsible for $600,000.00 of the costs, Anoka County <br />would be responsible for $500,000.00 of the costs and the City <br />would be responsible for the balance. Because of the City <br />Charter, the City cannot assess the benefiting landowners if they <br />do not want to be assessed. The property owner has been a <br />reluctant seller so that no development has been planned and <br />therefore there is no developer to assess. <br />A meeting was held with the landowner and he has agreed to <br />cooperate. It is critical that if development is to take place <br />at that intersection, TIF be used. This development area is <br />under the old TIF rules and there is a question as to whether or <br />not there is enough TIF time left to make a project feasible. <br />The answers to this question should be known within the next two <br />(2) months. <br />R. Growth Study <br />The Growth Study is planned to be used as a tool to determine if <br />a particular project is worthwhile. Will it generate enough <br />taxes to support the improvement? Normally the development of a <br />Growth Study will cost about $100,000.00. However, this amount <br />of money is not available so the Growth Study is being done "in <br />PAGE 5 <br />11 <br />
