It is planned that the Study will be "updatable". <br />Software for the computer has been ordered and a data base will <br />be obtained from the Anoka County GIS. The biggest problem is <br />getting the time to devise the data base reporting system so that <br />it will be "updatable". One concern that needs to be addressed <br />is defining wetlands boundaries. This is needed to determine how <br />current infra -structures can be used. Determining how much area <br />is lost to wetlands legislation will have an impact on where and <br />how infra -structures will be placed. <br />L. Surface Water Management <br />The Surface Water Management Plan was started about a year ago. <br />Developers are charged a rate per square foot of development for <br />each subdivision. The money is placed in a fund to help finance <br />land acquisition and structures needed in managing surface water. <br />The staff has prepared a surface water management plan and will <br />devise a manual which lists goals and policies of this plan. An <br />electronic wetlands map on the computer screen will inventory <br />natural wetlands. This map can be computer updated as the need <br />arises. Citizen group involvement in completing the manual will <br />be requested. The manual will include three (3) sections; 1) <br />policy manual; 2) users and reference manual; 3) mission <br />statement. <br />M. Implementation of Comprehensive Park Plan and Park Use <br />Policy <br />Mr. Asleson explained that a Park Use Policy is being developed. <br />It will be in loose leaf form so that it can easily be updated. <br />The policy will include all activities and uses in the parks with <br />a check list to be sure that all actives and uses are properly <br />monitored. <br />The Comprehensive Park Plan has been completed. The Park Board <br />is currently listing goals in the order of financial priority. <br />The Park Board is also studying where the Park Plan is in <br />relationship to other needs of the City. <br />Mr. Asleson listed some of the goals: <br />1. Preservation of natural open space - wetlands <br />contribute to opportunities for recreation. <br />2. Effective way of crossing wetlands/ maintain charm of <br />community. <br />3.
