Council Member Elliott seconded the motion. <br />Motion carried unanimously. <br />PLANNING AND ZONING REPORT <br />Adams Outdoor Advertising Conditional Use Permit for Billboards <br />at I35E and County Road #14 and I35W at Lake Drive - Adams <br />Outdoor Advertising is requesting a conditional use permit to <br />erect two advertising signs in Lino Lakes. The sites for the <br />signs are outlined above. Both sites are zoned General Business <br />(GB) which allows advetising signs providing a conditional use <br />permit is issued. This request was brought to the City Council <br />on January 25, 1993 and was tabled to allow Adams Outdoor <br />Advertising to bring specific language regarding removal of the <br />signs if development occurred in either area. <br />The Planning and Zoning Board reviewed both of the sign permit <br />requests at their December, 1992 meeting and recommended denial <br />based on the recommendations contained in the Planning <br />Consultant's report and discussion that the I35E/County Road #14 <br />site may not be developable due to wetlands thus suggesting that <br />the sign may be in place a long time. <br />The Economic Development Advisory Board also reviewed this <br />request and expressed concern about the proposed sign locations. <br />Liz Stockman, Northwest Associated Consultants explained that the <br />City had completed a 1990 Land Use Market Study for both the <br />I35E/County Road #14 and I35W/Lake Drive intersections and this <br />study has been incorporated into the Lino Lakes Comprehensive <br />Land Use Plan. The 1990 Land Use Market Study recommended <br />against billboards at either of the two (2) locations because it <br />was felt that billboards interfer with the development of the <br />sites. Adjacent landowners have expressed concern regarding the <br />placement of the billboards and have noted that the I35E/County <br />Road #14 site is wetland and can never be developed. If the sign <br />were erected, it could remain for a long time. <br />This matter was addressed again at the February 17, 1993 PM2 <br />meeting. The concensus was that the Comprehensive Land Use Plan <br />should be followed. <br />John Bodger, Adams Outdoor Sign Company explained that this is <br />the third time that a permit has been requested for these two (2) <br />locations and more than $3,000.00 has been spent in application <br />fees.
