SPECIAL COUNCIL MEETING OCTOBER 14, 1993 <br />WITH THE HUGO CITY COUNCIL <br />Hugo. She also asked if the City of Hugo had been notified of <br />the City of Lino Lakes plans. Mayor Reinert explained that this <br />is part of the reason for the meeting. He also said that once <br />the Centerville annexation matter is finalized, he hoped that the <br />City of Centerville would join the City of Hugo and the City of <br />Lino Lakes to discuss a master plan for the entire area so that <br />the development in the area would be compatible for all three (3) <br />municipalities. Each city would benefit. <br />Council Member Bergeson asked if the City of Hugo has made any <br />plans for the area. Council Member Barnes said no but the City <br />of Hugo would like to be involved. She explained that she would <br />like to see the entire process be "up front" and invite the Hugo <br />citizens to be a part of the process. <br />Mr. Schneider continued his presentation by explaining that the <br />wetlands in the area will make development difficult. He noted <br />that Lino Lakes is developing a plan for construction of a state <br />aid road and for utilities in the area. At this time there may <br />not be a market for the area. Council Member Miron asked if the <br />freeway had an impact in servicing the area east of the freeway. <br />Mr. Schneider explained that it is an obstruction, however the <br />City does plan to have a water tower and wells on the east side <br />of the freeway in the future. He noted that these systems can be <br />interconnected with the system in Hugo and/or Centerville. Mr. <br />Schneider explained that Lino Lakes currently has a system <br />interconnected with the City of Shoreview. <br />Mr. Schumacher suggested that both City Councils consider <br />appointing a committee that would study any significant issues <br />arising in the "corridor" surrounding I35E. Council Member <br />Kuether suggested drawing the perimeter of this corridor and when <br />anything significant is proposed for the corridor, both City <br />Councils would meet to discuss the matter. <br />Mayor Reinert suggested that a "master plan" be prepared for the <br />corridor. Council Member Miron noted that the critical part of <br />expanding sewer and water services is the cost. He suggested <br />that since the two (2) municipalities border each other, it may <br />be in the best interest of both municipalities to share both the <br />benefits and costs in projects. Council Miron said it seemed <br />ridiculous to build a water tower in that area and not serve <br />beyond the Lino Lakes boundary. Mr. Schneider explained that it <br />would be less expensive to build a million gallon tower rather <br />than two (2) 500,000 gallon towers and share the use based on an <br />agreement. Council Member Miron said that the City of Hugo would <br />be interested in development proposed for east of I35E and that <br />entire corridor. <br />PAGE 2 <br />1 <br />
