1 <br />1 <br />SPECIAL COUNCIL MEETING OCTOBER 14, 1993 <br />WITH THE HUGO CITY COUNCIL <br />Council Member Bergeson asked if the City of Hugo had any long <br />range plans for servicing the western portion of Hugo with <br />utilities. Mr. Museus explained that the City of Hugo is <br />currently updating their comprehensive land use plan and this <br />will be a good time to talk about that. area. <br />Mr. Schumacher noted that there are some cooperative planning <br />grants available. The grants would fund approximately 75% of the <br />cost of the planning. A proposal would have to be drafted to <br />apply for the grant. Mr. Schumacher explained that some <br />municipalities are taking action to coordinate plans. The grants <br />will stand on merit rather than legislative involvement. Mr. <br />Schumacher will have Consulting Planner, Al Brixius look into <br />this matter. Mr. Schumacher and Mr. Museus will put together a <br />background memorandum on where to go with this matter. Mr. <br />Schneider noted several important elements to be included in a <br />proposal: separate sewer districts, drainage concerns, <br />Clearwater Creek, Elmcrest Avenue improvement. Mr. Museus noted <br />that currently the zoning in Hugo along the Lino Lakes border is <br />Agricultural. He also noted that only a small corridor following <br />the interceptor is serviced with utilities and there are about <br />800 hookups. <br />I35E - 80th Street Interchange - It was noted that Representative <br />Rod Grams is supporting an interchange at this location. The <br />idea is that this area will become a business center. An <br />interchange will require the support of Anoka and Washington <br />Counties and both the City of Hugo and the City of Lino Lakes. <br />Council Member Miron asked how this interchange would benefit <br />Lino Lakes. Mr. Schneider explained that the area is very <br />important and will be included in the MUSA. Council Member Miron <br />said that this interchange will be very important to Hugo to <br />relieve the traffic in the downtown area. Mr. Museus noted that <br />this interchange probably will not be developed within the next <br />10 years. In the interim the downtown area of Hugo could become <br />a "mess". Channeling some of the traffic north of Hugo to I35E <br />would be a benefit to Hugo. Mayor Reinert explained that if this <br />is something that the City of Hugo is interested in, the City of <br />Lino Lakes would be supportive. Mr. Schneider noted that this <br />interchange is included in Anoka County's long range plans. <br />Mr. Schneider referred to the Clearwater Creek drainage area and <br />noted that it probably included 40 to 50 square miles. He <br />referred to a map showing the 100 year high water mark. Mr. <br />Schneider explained that if utilities are to be extended into <br />this area, the high water table would have a significant impact. <br />PAGE 3 <br />
