However, this is a pre-existing, non- <br />conforming use with a setback dictated by the recent improvement <br />and widening of County Road J. The staff, the EDAAB and the <br />Planning and Zoning Board have reviewed the request and recommend <br />approval of the variance and site and plan review with the <br />following stipulations: <br />1. A landscape buffer be provided along Highway #49, County <br />Road J and the residential area to the west, this buffer <br />shall include fencing and landscaping to separate the 49 <br />Club parking areas from the driveway access to the 4-plex to <br />the northwest of the 49 Club. A detailed landscape plan <br />shall be provided listing species, size and type of <br />plantings. <br />2. All trash handling equipment be contained in a closed <br />container and screened from view of adjacent property and <br />the street right-of-way. <br />3. All off-street parking areas conform to the minimum required <br />15 foot setback from public right-of-way. <br />4. The parking areas be stripped and handicapped parking <br />designated. <br />5. The site plan identify the following: <br />A. Off-street loading areas, <br />B. Location of outdoor trash handling area, <br />C. Off-street parking areas, <br />D. Area of road right-of-way condemnation, <br />E. All lighting of off-street parking areas indicating <br />that the light will reflect away from adjoining <br />property, <br />F. Landscaped buffeted areas. <br />6. The City Engineer shall approve the site grading and <br />drainage plan. <br />7. All signage shall meet the requirements of the City Sign <br />Ordinance. <br />8. A Development Agreement shall be made part of this site plan <br />review and approved financial guarantees posted with the <br />City prior to issuance of any building permits. <br />9. A variance for front setback along County Road J be <br />approved. <br />The applicant has submitted a site plan which appears to contain <br />PAGE 4 <br />1 <br />
