3!:? COUNCIL MEETING NOVEMBER 22, 1993 requirement is 40 feet. However, this is a pre-existing, non- conforming use with a setback dictated by the recent improvement and widening of County Road J. The staff, the EDAAB and the Planning and Zoning Board have reviewed the request and recommend approval of the variance and site and plan review with the following stipulations: 1. A landscape buffer be provided along Highway #49, County Road J and the residential area to the west, this buffer shall include fencing and landscaping to separate the 49 Club parking areas from the driveway access to the 4-plex to the northwest of the 49 Club. A detailed landscape plan shall be provided listing species, size and type of plantings. 2. All trash handling equipment be contained in a closed container and screened from view of adjacent property and the street right-of-way. 3. All off-street parking areas conform to the minimum required 15 foot setback from public right-of-way. 4. The parking areas be stripped and handicapped parking designated. 5. The site plan identify the following: A. Off-street loading areas, B. Location of outdoor trash handling area, C. Off-street parking areas, D. Area of road right-of-way condemnation, E. All lighting of off-street parking areas indicating that the light will reflect away from adjoining property, F. Landscaped buffeted areas. 6. The City Engineer shall approve the site grading and drainage plan. 7. All signage shall meet the requirements of the City Sign Ordinance. 8. A Development Agreement shall be made part of this site plan review and approved financial guarantees posted with the City prior to issuance of any building permits. 9. A variance for front setback along County Road J be approved. The applicant has submitted a site plan which appears to contain PAGE 4 1
