3O <br />COUNCIL MEETING NOVEMBER 22, 1993 <br />all items requested except fencing and landscaping between the <br />parking area and the access to the 4-plex. <br />Council Member Bergeson asked if time limits were placed on any <br />of the requirements. Ms. Wyland explained that time limits will <br />be outlined in the Development Agreement. In addition, financial <br />guarantees will be required for each process. <br />The access to the 4-plex was discussed. Mayor Reinert explained <br />that it was important that access to this unit be maintained for <br />emergency vehicles. He asked what types of plantings and fencing <br />would be required and noted that such things over time tend to be <br />destroyed by vehicles and salt from snow removal equipment. Ms. <br />Wyland explained that a plan will be prepared. Mayor Reinert <br />felt concrete posts would be more effective in preventing damage <br />to plantings. It was noted that plantings are being required <br />along County Road J and Highway #49. Mayor Reinert felt these <br />would also be destroyed by snowplows and salt. He asked what the <br />purpose of the plantings was. Ms. Wyland explained to delineate <br />driveways and for curb appeal. Mayor Reinert asked if other <br />things could be done rather than what is proposed. It was noted <br />that the plantings will make snow plowing in the parking lot <br />difficult. Mr. Nathe suggested putting a sidewalk along the two <br />streets. He noted nothing else will survive. <br />Mr. Nathe noted that he would be losing a great number of parking <br />spaces by placing the plantings as required. He explained that <br />he did not like the plantings and fencing along the driveway to <br />the 4-plex. Mr. Nathe suggested relocating the driveway further <br />west along the line of evergreens. He also noted that there is a <br />fire emergency driveway between the 49 Club and the building to <br />the north. <br />Council Member Bergeson felt that the City Council should not be <br />talking about design items with the applicant, this matter should <br />be returned to the Planning and Zoning Board for further <br />consideration or approved as presented. Council Member Elliott <br />asked if the option of moving the driveway to the west was <br />discussed with the Planning and Zoning Board. Ms. Wyland said <br />no. However, she noted that moving the driveway may be a good <br />solution. She also noted that a professional opinion regarding <br />what type of shrubs would be more likely to survive will be <br />sought. <br />Mr. Wessel noted that this plan is also on a tight timetable. <br />He' also noted that the Anoka County ITighway Department has <br />requested the plantings along County 'Road J. <br />After further discussion regarding the driveway access to the 4 - <br />PAGE 5 <br />
