31 +J <br />COUNCIL MEETING NOVEMBER 22, 1993 <br />CONSIDERATION OF SECOND READING, ORDINANCE NO. 93 - 19 AMENDING <br />THE LINO LAKES CITY CHARTER <br />Mr. Wessel explained that the Charter Commission has approved an <br />amendment to Chapter 8 of the City Charter. The City Council <br />held the first reading on the amendment on November 8, 1990. <br />Since that date, two (2) telephone calls have been received with <br />questions for clarification. The residents were concerned about <br />whether they would have to repetition if another project was <br />planned and also if they would receive ample notification <br />regarding another project. There have been no negative comments <br />or questions. <br />Council Member Elliott moved to adopt Ordinance No. 93 - 19 and <br />dispense with the reading. Council Member Bergeson seconded the <br />motion. Motion carried unanimously. <br />Ordinance No. 93 - 19 can be found at the end of these minutes. <br />CONTINUATION OF PUBLIC HEARING, CONSIDERATION OF PROPOSED <br />IMPROVEMENT, LAKE DRIVE (COUNTY ROAD #23) AND HIGHWAY #49 <br />INTERSECTION <br />Mr. Hanson placed a drawing of the improvement on the easel and <br />briefly explained the background on this proposed improvement. <br />He also used the overhead projector to outline the location of <br />the improvement and to describe what improvements are planned for <br />the intersection. He noted that the improvement will be <br />completed with the cooperation of Anoka County and MnDOT with <br />Lino Lakes being the lead agency. <br />Project costs contained in the feasibility report were outlined. <br />A cooperative agreement will be completed between Anoka County, <br />MnDOT and the City. Mr. Hanson noted that the City of Circle <br />Pines is aware of the project but has made no commitment to their <br />share of the costs. <br />Mr. Hanson noted that there is just one (1) benefitting property <br />owner, George Reiling. His property will be assessed its share <br />of the costs. Right-of-way acquisition must be completed prior <br />to obtaining state funding. There are on-going discussions with <br />the owners of two (2) other parcels regarding right-of-way <br />acquisition. The project schedule was outlined and Mr. Hanson <br />noted that right -of -acquisition is a critical element in keeping <br />the project on schedule. If the project proceeds as planned, the <br />project will be under construction by the first of July, 1994. <br />The bulk of the construction should be completed by the fall of <br />1994 with final cleanup, sodding and seeding completed in the <br />spring of 1995.
