1 <br />1 <br />1 <br />COUNCIL WORK SESSION DECEMBER 8, 1993 <br />Ms. Dvorak presented a draft of an ADA Compliance Committee plan <br />of action which indicates what she hopes the committee would do. <br />The plan includes items that should be done and deadlines that <br />must be met and the assessment of buildings and costs to bring <br />all buildings into compliance. <br />Council Member Kuether asked if ADA affects the commercial <br />development. Mr. Wessel said it probably does but not to the <br />same extent as public buildings. Ms. Dvorak explained that ADA <br />requires all public buildings to be surveyed and brought into <br />compliance. <br />Mr. Volk explained that he has already met with Ms. Dvorak and <br />Mr. Asleson and reviewed several ADA plans from other <br />municipalities. The City of Mankato has prepared a plan similar <br />to what is contemplated for Lino Lakes and it will be used as a <br />guide. A copy of the Mankato plan will be sent to the City <br />Council in their Council packets. <br />This matter will be placed on the agenda for Monday, December 13, <br />1993. <br />SURFACE WATER MANAGEMENT PROGRESS REPORT <br />Mr. Keehn used the overhead projector to present the progress of <br />the Surface Water Management Plan. He briefly noted that this <br />Plan has been under development for some time and the final draft <br />should be ready by Christmas and available at City Hall and the <br />Circle Pines Library for public inspection. <br />The draft includes a mission statement and a policy manual. This <br />plan is directed more towards regional ponding rather than <br />ponding in each separate subdivision. This will be different <br />than the current policy. <br />Mayor Reinert asked if areas that were built in a flood zone will <br />be addressed. He noted that this is a problem and causes <br />property values to decrease. Mr. Keehn explained how these areas <br />should be taken out of the flood plain area and the flood plain <br />maps revised. A procedure for implementing this will be included <br />in the Surface Water Management Plan. Mr. Keehn also gave a <br />brief history on how the original flood plain map was compiled. <br />Mayor Reinert noted that if this continues to be an issue the <br />City could be faced with a class action lawsuit because the City <br />issued building permits in a flood plain area. Mr. Keehn noted <br />that some homes were built prior to the start of flood insurance <br />and the owners may not even be aware that they•are now in a flood <br />plain.
