1 <br />1 <br />1 <br />COUNCIL MEETING DECEMBER 13, 1993 <br />1-4 require modification of the TIF Plan to allow the City to <br />provide public financial assistance for redevelopment. Anoka <br />County and Centennial School District received copies of the <br />proposed modification and the Economic Development Authority has <br />adopted the modified plan. Mr. Wessel read Section No. 2: <br />Findings; Tax Increment Financing District. <br />Mr. Batty explained that earlier this evening the City Council <br />acting as the Economic Development Authority adopted a plan to <br />amend TIF District No. 1-4. The City Council is responsible for <br />holding a publichearing to take public input into the proposed <br />plan modification. A proposed Development Agreement will be <br />adopted by the Economic Development Authority. <br />Mayor Reinert asked if there was any public comment regarding <br />this matter. Ms. Berg, Circulating Pines asked for a specific <br />location of the District. Mr. Wessel explained that the entire <br />District was in the Apollo Business Park area. <br />Council Member Elliott moved to close the public hearing at 7:56 <br />P.M. Council Member Bergeson seconded the motion. Motion <br />carried unanimously. <br />Council Member Kuether moved to adopt Resolution No. 96 - 93. <br />Council Member Elliott seconded the motion. Motion carried <br />unanimously. Resolution No. 96 - 93 can be found at the end of <br />these minutes. <br />PUBLIC HEARING, COMMUNITY DEVELOPMENT BLOCK GRANT REDESIGNATION <br />OF FUNDS, RESOLUTION NO. 97 - 93 REDESIGNATING A PORTION OF THE <br />COMMUNITY DEVELOPMENT BLOCK GRANT FUNDING FOR THE CITY OF LINO <br />LAKES YEARS 1993/1994 <br />Mayor Reinert opened the public hearing at 7:56 P.M. <br />Mr. Schumacher explained that Resolution No. 08 - 93 designated <br />$3,275.00 to the City's Surface Water Management Program. This <br />program has been completed and these funds are no longer needed <br />in this area. <br />The purpose of Resolution No. 97 - 93 is to redesignate $3,275.00 <br />from the Surface Water Management Program to the City's Adaptive <br />Recreation Program for planning purposes. <br />Mr. Volk explained that the next Agenda item is a request to <br />appoint an American Disabilities Act (ADA) Coordinator and to <br />establish an EDA compliance committee.
