1 <br />1 <br />1 <br />CITY COUNCIL MEETING FEBRUARY 14, 1994 <br />designate that all garbage collected in Anoka County be brought <br />to the Elk River facility. <br />Anoka County has reduced the "tipping fee" at the Elk River <br />facility in order to make that facility cost competitive with <br />out-of-state landfills. This reduction to the haulers will be <br />made up by collecting a Solid Waste Management Charge with the <br />property tax bills. This new Charge to the landowners should be <br />offset by a reduction in the hauler's charge to their customers <br />because of the haulers reduced costs for disposal. It was noted <br />that there is no way to guarantee that the haulers will reduce <br />the rates they charge their customers. <br />Mr. Stoltz explained that the Anoka County Board of Commissioners <br />believe that the current method for solid waste disposal in Anoka <br />County greatly minimizes the potential for SuperFund litigation <br />in the future and its continuation is of major importance to all <br />landowners. <br />Council Member Kuether noted that now commercial accounts pay for <br />garbage removal according to need and now it appears that they <br />will be paying according to property value. She felt this could <br />be excessive. Mr. Stoltz explained that this is the most <br />equitable plan. However, a County wide study on commercial <br />business will be conducted and if it appears that this method of <br />paying the cost of removal is unfair it will be changed. <br />Mayor Reinert told Mr. Stoltz that it seemed appropriate that the <br />County send all haulers a statement that they are expected to <br />reduce their customer rates. Mr. Stoltz explained that all <br />haulers must sign a contract that contains a "good faith" clause. <br />This clause states that the hauler must inform the landowner <br />where his garbage is going and to make an attempt to lower the <br />rates. The haulers know that the County is watching them and <br />they also know that the public will be informed about the <br />changes. <br />The City Council thanked Mr. Stoltz for coming this evening. <br />RESOLUTION NO. 94 - 02 APPROVING ORGANIZATIONAL CHART AND <br />REPORTING GUIDELINES <br />Mr. Schumacher explained that this matter has been discussed for <br />more than a month at both the City Council work sessions and at <br />the last City Council meeting. The purpose of the updated <br />organizational chart and the corresponding guidelines is an <br />effort to increase efficiencies, communications and to outline <br />responsibilities.
