4 ?1 <br />CITY COUNCIL MEETING FEBRUARY 14, 1994 <br />closer to the lake providing that the developer can secure the <br />proper easement. Council Member Bergeson asked if the City <br />Council approves the resolution, does the boardwalk have to go <br />exactly were it is shown on the map. Mr. Schneider said the <br />developer must meet the intent of the alignment as shown but some <br />changes would be allowed. Council Member Bergeson asked if this <br />matter could be tabled to allow for further information. Mr. <br />Schneider explained that the Building Department is holding all <br />building permits until this matter is resolved. Also the <br />boardwalk must be constructed during the winter. <br />Council Member Elliott noted that the City Council was never <br />happy with the current walkway alignment and hoped this type of a <br />situation would never be repeated. <br />Another resident of Shores of Marshan Lake asked if the north end <br />of the boardwalk could be moved to the east to reduce the sharp <br />90 degree angle. It was noted that this would create the need <br />for additional boardwalk which is very expensive and also very <br />expensive to maintain. <br />Council Member Kuether moved to adopt Resolution No. 94 - 05 and <br />dispense with the reading. Council Member Neal seconded the <br />motion. Motion carried unanimously. Resolution No. 94 - 05 can <br />be found at the end of these minutes. <br />CONSIDERATION OF THE ECONOMIC DEVELOPMENT AUTHORITY ADVISORY <br />BOARDS (EDAAB) RECOMMENDATION TO EXPAND THE MEMBERSHIP FROM FIVE <br />(5) TO SEVEN (7) MEMBERS <br />Mr. Wessel explained that currently the terms of all members <br />expire on December 31, 1995. The EDAAB has approved a resolution <br />that would provide a system for staggered terms to conform with <br />other City boards to ensure that no more than one third of all <br />board members will be up for reappointment at the same time. <br />EDAAB is also considering expanding the board from five (5) to <br />seven (7) voting members and two (2) non-voting members to allow <br />greater community participation. Mr. Wessel read EDAAB <br />Resolution No. 94 - 01. <br />Mayor Reinert asked Mr. Wessel if two (2) new board members are <br />appointed at this time, will their terms be three (3) year terms? <br />Mr. Wessel explained their terms would expire December 31, 1995 <br />and then the staggered term provision would be enacted. <br />Council Member Elliott moved to approve EDAAB Resolution No. 94 - <br />01 to provide for three (3) year staggered terms for all EDAAB <br />members.
