He also explained that at the last City Council meeting, <br />a resident asked the Police Department to send a squad to their <br />area and issue speeding tickets. Everybody has a different idea <br />of how the Police Department should be operating. <br />Mr. Angel said he was aware that there is a new Chief of Police <br />and said he felt that this is the time to change the policing <br />system. He suggested that if the officers were patrolling, they <br />could see speeding occurring on the residential streets and <br />citations could be issued at that time. <br />Mr. Angel also noted an article in the newspaper referring to a <br />proposal to ticket repeated false alarm locations. He said that <br />people are frightened and have installed alarms. The Police <br />Department should not be ticketing people who have alarms. It <br />was explained that repeated false alarms are becoming a time <br />consuming problem and the only method to control false alarms is <br />to issue citations. <br />Council Member Neal suggested that Mr. Angel contact the Police <br />Department and arrange to ride with a Police Officer in the squad <br />car. This will show that most often there is only one car in <br />operation and that car must really be moving to patrol the entire <br />City. <br />Mayor Reinert explained that the City recently hired two (2) <br />additional full-time Police Officers. This action will enable <br />the Police Department to have more than one officer on patrol <br />most of the time. Mayor Reinert told Mr. Angel that it will take <br />time to re -organize the Police Department and to date, this has <br />been working very well. <br />PLANNING AND ZONING BOARD REPORT, DARRELL SCHNEIDER <br />Final Plat, Country Lakes Estates - The preliminary plat for <br />Country Lakes Estates was approved in June, 1993. Since that <br />time the developer has decided to develop the plat in phases. <br />The necessary permits from the Rice Creek Watershed District have <br />been approved and a development agreement has been signed. In <br />addition, the required financial guarantees have been received. <br />Grading is currently underway on Phase I of the plat. The City <br />Attorney has reviewed the title for the property and other items <br />regarding engineering, park dedication and lot configuration have <br />been approved by various City staff members. <br />Staff is recommending that the City Council approve the final <br />plat for Country Lakes Estates. <br />Council Member Bergeson noted that there had been about three (3) <br />PAGE 3 <br />1 <br />1 <br />1 <br />
