COUNCIL MEETING JANUARY 8, 1996 <br />The advisory board appointments are made after vacancies are advertised and interviews <br />held with interested candidates. In addition, the City Council has been requested by the <br />citizens via 20/20 Vision to appoint a School District Liaison and an Environmental <br />Board. These appointments will be discussed at a later date after additional information <br />has been received. <br />Acting Mayor - Council Member Kuether moved to appoint Council Member Neal as <br />acting mayor. Council Member Bergeson seconded the motion. Motion carried. <br />Legal Newspaper - Mr. Howard Lestrud, General Manager of ECM Publishers, Inc. <br />(Forest Lake Times) presented a request to be appointed the publication of the official <br />public notices for the City. He proposed to publish the public notices in The Times and <br />the following issue of The Peach (not a legal newspaper) which has a much larger <br />circulation. Mr. Lestrud explained that ECM plans to increase the circulation of The <br />Peach which would serve the needs of Lino Lakes. <br />The classified rate for The Times is $6.40 a column inch in 6 -point type at nine (9) lines <br />per inch. Mr. Lestrud noted that EMC is planning to place another tube on each mailbox <br />within The Peach service area. <br />Ms. Michelle Larson, Advertising Director of Press Publications (Quad Community <br />Press) presented a request to be appointed the publication of the official public notices for <br />the City. She noted that the Quad Press covers all of the City of Lino Lakes as well as <br />Circle Pines, Centerville and Lexington. Ms. Larson noted the cost per column inch in the <br />Quad Press paper is $4.90 per column inch in 7 -point type at nine (9) lines per inch. She <br />noted that the paper is free and should be going to every home and business in Lino Lakes <br />every week. If a resident or business does not get the Quad Press, they should call Press <br />Publications. <br />Ms. Larson explained that the Quad Press has a circulation of approximately 7,780 for all <br />four (4) cities but did know the circulation in Lino Lakes. She also noted that Press <br />Publications was appointed the official newspaper in Hugo. Centerville, Circle Pines and <br />Lexington will be making this appointment later this week. <br />Ms. Larson was told that there had been some errors in the newspapers and this <br />inaccuracy had prompted many irate telephone calls. Ms. Larson said that Press <br />Publications strives to be accurate and if there was an error it would not have been <br />intentional and should have been corrected in the next issue of the paper. <br />Council Member Kuether moved to appoint the Quad Press as legal newspaper for 1996. <br />Council Member Bergeson seconded the motion. Motion carried with Council Member <br />Neal voting no. <br />Legal Depositories - Mr. Schumacher explained that a list of legal depositories had been <br />prepared and included in the Council packets. He noted that these institutions are used for <br />check, savings and investing City dollars. Council Member Bergeson moved to appoint <br />Norwest Bank, First Bank NA, Firstar Bank, Merrill Lynch, Dain Bosworth, Juran and <br />Moody and Prudential Bache as legal depositories. Council Member Kuether seconded <br />the motion. Motion carried unanimously. <br />PAGE 2 <br />
