COUNCIL WORK SESSION FEBRUARY 7,1996 <br />The EAB would consist of five (5) or six (6) highly motivated residents who have some <br />background or expertise in this field and a liaison from the Park Board, the Planning and <br />Zoning Board and the City Council. Their first order of business would be to establish <br />guidelines and regulations for themselves. Their first work project priority would be to <br />establish an inventory of valuable environmental assists in the City. Then an <br />environmental plan would be established. This plan would become part of the <br />Comprehensive Plan. <br />Mr. Hawkins and Ms. Davidson were directed to research EAB's established by other <br />cities and then prepare an outline of a proposed EAB for this City. Once this information <br />is given to the Council, the Council will determine how to select members for the EAB. <br />Mr. Schumacher noted that there may be computer software at the University of <br />Minnesota that could aid in establishing an environmental program. <br />DISCUSSION OF EMPLOYEE PAY PROGRAM, RANDY SCHUMACHER <br />The Lino Lakes Pay Program adopted in 1994 was drafted usi resources <br />including the Stanton Report which identifies every city in it salary scale. <br />The philosophy was to keep the Lino Lakes pay program a the middle range <br />of the metro municipalities group of pay programs. <br />Recently the "seasoned" employees in the Lin <br />of their salary range. Staff is suggestin <br />include additional steps. Council directed <br />staff to research other models for the Pay Program and re-evaluate the key indicators in <br />the current Pay Program. <br />This matter will be brought to the next work session if all of the information is available. <br />DISCUSSION OF APPOINTMENT TO THE JOINT LAW ENFORCEMENT <br />COUNCIL, CHIEF DAVID PECCHIA <br />Mayor Landers and Council Member Neal attended the last meeting of the Joint Law <br />Enforcement Council. Staff explained that Council should appoint a liaison to attend <br />these meetings. <br />PAGE 4 <br />
