26 <br />COUNCIL MEETING DECEMBER 19, 1994 <br />The City advertised the intern position in the Assistant City <br />Administrators news letter and also in the Public Administration <br />Department at Hamline University. The City received a <br />recommended list of six (6) candidates from Hamline, as well as <br />two (2) local prospects. Mr. Wessel and Mr. Tesch completed the <br />first interview with all candidates and reduced the list of <br />candidates to three (3). Mayor Reinert and Mr. Schumacher <br />interviewed the three (3) candidates. After checking references <br />and determining the best qualified candidate, the staff <br />recommended that Ms. Sullivan be hired as intern. <br />Mr. Schumacher introduced Ms. Sullivan. She briefly explained <br />the format that she will be using to initiate the project and her <br />roll as facilitator. When her work is completed the City Council <br />will have before them a document that will be a long term action <br />plan for the City. There are two (2) important elements in the <br />project; citizen input and commitment from the City Council and <br />staff to be sure that all the recommendations are implemented. <br />All Lino Lakes citizens are encouraged to take a part in this <br />process and call Ms. Sullivan for additional information or to <br />sign up for a particular action committee. There will be two (2) <br />public meetings on January 25, 1995 and January 26, 1995. <br />Citizens will be encouraged to bring concerns and recommendations <br />to these two (2) meetings. After the two (2) meetings are <br />completed, action groups will be formed. Invitations will be <br />mailed before the end of the year to all residents and businesses <br />in Lino Lakes inviting them to the public meetings. <br />Council Member Kuether asked how Ms. Sullivan proposed to get a <br />balance between residents and businesses, new residents and long <br />time residents and between such important issues as proponents of <br />limited growth and the proponents of faster growth. Ms. Sullivan <br />explained that since the entire City is invited to participate <br />she expected to have all viewpoints represented and would not <br />allow a unbalanced action committee. <br />Council Member Elliott moved to approve Ms. Sullivan as <br />facilitator for the 20/20 Vision project. Council Member Kuether <br />seconded the motion. Motion carried unanimously. <br />PLANNING REPORT, MARY KAY WYLAND <br />Consideration of the Renewal of the Joint Powers Agreement for <br />the Vadnais Lake Area Water Management Organization (VLAWMO) - <br />VLAWMO is requesting that the City of Lino Lakes extend the Joint <br />Powers Agreement with VLAWMO for another 10 years.
