1 <br />1 <br />1 <br />COUNCIL MEETING DECEMBER 19, 1994 <br />of the Metro Area will be served by a Water Management <br />Organization (or watershed district) of some type. VLAWMO <br />currently has jurisdiction over an area of the City, located in <br />the southeast corner (Lake Amelia). <br />VLAWMO is comprised of representatives from the Board of Water <br />Commissioners of the City of St. Paul, the City of White Bear <br />Lake, White Bear Township, City of Vadnais Heights, City of Gem <br />Lake, and the City of Lino Lakes. They are also requesting that <br />the City select a new Commissioner from Lino Lakes to serve on <br />the VLAWMO Board. The position was previously filled by the City <br />Engineer. Staff is recommending that the question of a <br />replacement to the VLAWMO Board of Commissioners be deferred to a <br />future Council Work Session. Staff is also recommending that the <br />Joint Powers Agreement be extended for 10 years. <br />Council Member Kuether moved to extend the Joint Powers Agreement <br />to January 1, 2005. Council Member Elliott seconded the motion. <br />Mr. Powell explained that this action will not have any affect on <br />the Lino Lakes Surface Water Management Plan since VLAWMO has <br />already approved the plan. <br />Voting on the motion, motion carried unanimously. <br />CITY ENGINEER'S REPORT, JOHN POWELL <br />Consideration of Resolution No. 94 - 99 Supporting Placement of <br />Traffic Control Devices at the Intersection of State Highway 49 <br />(Hodgson Road) and County State Aid Highway 10 (Birch Street) - <br />The City has recently received 25 letters from property owners <br />within the Reshanau Lake Estates South subdivision expressing <br />concern regarding the safety of the Hodgson Road/Birch Street <br />intersection. Earlier this year, property owners in the Ware <br />Road area notified the City that they had noticed an increase in <br />traffic along Ware Road, probably due to delays at this same <br />intersection. City staff has previously been in contact with <br />State and County highway representatives regarding this matter <br />but to date no specific additional traffic control has been <br />installed. <br />To formally express the City's concern regarding this matter, <br />Resolution No. 94 - 99 has been prepared. This information will <br />be forwarded to the State and Anoka County in an effort to <br />develop a more specific timetable for installation of additional <br />traffic control at the Hodgson Road/Birch Street intersection. <br />Anoka County is pursuing several options to sign this <br />intersection. In January, 1995, Anoka County Board will select <br />locations to sign in 1995. This intersection will be included on <br />PAGE 3 <br />
