1 1 1 COUNCIL MEETING FEBRUARY 13, 1995 The lady in the audience said that Mr. Powell has a report and asked if it will change in the next two (2) days. Mr. Powell explained that a complete detailed drainage study has not been completed on the site. That is normally completed when the grading plan is prepared. This happens far beyond the preliminary plat approval. Mr. Powell explained that at this time, the file contains the requirements of the Watershed District as far as runoff and ponding is concerned. The level of detail that the residents want will not be available until the developers grading plan is prepared. The lady said she understood that Mrs. Cunningham is sincere in wanting to know this information however, if this information cannot be provided in the next two (2) days, why have another meeting because you will not be able to say anything more than what has been said. Again Mayor Reinert said he wanted to sort out the misinformation from the actual information. The lady said that this has been going on and on and would like a decision to be made. Mr. Mesich said, speaking for himself, that he has real concern about the Council continuing this matter. He said that as a member of the Planning and Zoning Board voting in the majority on this issue, there were good reasons to recommend denial of the rezone. Mr. Mesich said that he hears that the matter is being continued so that the engineers and staff can further explain to the people why the staff and the City Council wants this plat to be approved. Mayor Reinert said that Mr. Mesich was not hearing the right information. Mr. Mesich said that the City Council has not said that they want to delay this matter to get more information so that you can make a better decision. He said that Mayor Reinert has said that the meeting is between the staff and the residents and that is a political decision and the City Council has made up their mind and thought that a vote should be taken tonight. Mayor Reinert said that the Council is trying to be fair with the neighborhood and if fairness is being recognized by you then you have a different opinion. Mr. Mesich said that the people have been at the public hearings and have given their input and heard the arguments and listened to the engineers. They have heard the same thing that the Planning and Zoning Board heard and the Planning and Zoning Board made a decision. Mayor Reinert said that this Council has made a decision to hold a meeting on Wednesday night and will make a decision on the matter on February 27, 1995. Mr. Brixius asked anyone who is interested in obtaining a packet to call Ms. Wyland tomorrow morning so that enough packets can be assembled. The Council took a break at 8:35 P.M. and re -assembled at 8:52 P.M. Mayor Reinert called for a vote to delay action on the PAGE 33 15
