1 <br />1 <br />1 <br />COUNCIL MEETING FEBRUARY 13, 1995 <br />The lady in the audience said that Mr. Powell has a report and <br />asked if it will change in the next two (2) days. Mr. Powell <br />explained that a complete detailed drainage study has not been <br />completed on the site. That is normally completed when the <br />grading plan is prepared. This happens far beyond the <br />preliminary plat approval. Mr. Powell explained that at this <br />time, the file contains the requirements of the Watershed <br />District as far as runoff and ponding is concerned. The level of <br />detail that the residents want will not be available until the <br />developers grading plan is prepared. The lady said she <br />understood that Mrs. Cunningham is sincere in wanting to know <br />this information however, if this information cannot be provided <br />in the next two (2) days, why have another meeting because you <br />will not be able to say anything more than what has been said. <br />Again Mayor Reinert said he wanted to sort out the misinformation <br />from the actual information. The lady said that this has been <br />going on and on and would like a decision to be made. <br />Mr. Mesich said, speaking for himself, that he has real concern <br />about the Council continuing this matter. He said that as a <br />member of the Planning and Zoning Board voting in the majority on <br />this issue, there were good reasons to recommend denial of the <br />rezone. Mr. Mesich said that he hears that the matter is being <br />continued so that the engineers and staff can further explain to <br />the people why the staff and the City Council wants this plat to <br />be approved. Mayor Reinert said that Mr. Mesich was not hearing <br />the right information. Mr. Mesich said that the City Council has <br />not said that they want to delay this matter to get more <br />information so that you can make a better decision. He said that <br />Mayor Reinert has said that the meeting is between the staff and <br />the residents and that is a political decision and the City <br />Council has made up their mind and thought that a vote should be <br />taken tonight. Mayor Reinert said that the Council is trying to <br />be fair with the neighborhood and if fairness is being recognized <br />by you then you have a different opinion. Mr. Mesich said that <br />the people have been at the public hearings and have given their <br />input and heard the arguments and listened to the engineers. <br />They have heard the same thing that the Planning and Zoning Board <br />heard and the Planning and Zoning Board made a decision. Mayor <br />Reinert said that this Council has made a decision to hold a <br />meeting on Wednesday night and will make a decision on the matter <br />on February 27, 1995. <br />Mr. Brixius asked anyone who is interested in obtaining a packet <br />to call Ms. Wyland tomorrow morning so that enough packets can be <br />assembled. <br />The Council took a break at 8:35 P.M. and re -assembled at 8:52 <br />P.M.
