1 <br />1 <br />1 <br />1 rs <br />COUNCIL MEETING FEBRUARY 13, 1995 <br />Fourth Avenue Barrier - Mr. Powell explained that this is for <br />information. As part of the Apollo Drive improvement project the <br />City acquired a permanent easement across the southeast corner of <br />the Lino Lakes Correctional Facility property. The Department of <br />Corrections agreed to grant this easement with the understanding <br />that old Fourth Avenue would become a limited access roadway <br />which would be beneficial to them from a security standpoint. <br />Now that the Fourth Avenue re -alignment construction has been <br />completed, the Correctional Facility will be installing an armed <br />gate across the pavement within the old Fourth Avenue right-of- <br />way. The appropriate City personnel will still be able to access <br />the City facilities south of the armed gate including the water <br />tower and utility easements. The armed gate will be installed <br />and maintained by the Correctional Facility and public works, <br />police and fire officials have been contacted and have no <br />objection to the proposed gate. <br />No Council action is needed on this matter. <br />Holly Drive Feasibility Report and Cost Sharing Proposal - Mr. <br />Powell explained that the developer of the proposed Trapper's <br />Crossing was required, as a condition of the preliminary plat <br />approval, to participate in a satisfactory plan for the <br />reconstruction of 12th Avenue and Holly Drive between Ash Street <br />and Birch Street. To determine the cost of this plan requires <br />the preparation of a feasibility report. The developer has <br />requested that the City share in the cost of the preparation of <br />the report. In response to the developers request the following <br />information was prepared. When reviewing the request the <br />following was noted: the City currently has no formal policy <br />regarding feasibility report cost sharing and on at least one <br />other project in the past, cost sharing was approved but involved <br />a much lower dollar amount. The Trapper's Crossing project <br />frontage involves about 18 percent of the improvement area to be <br />evaluated by the report. Based on a recent traffic study <br />completed on the area, ignoring any effect of a park complex, the <br />subdivision would ultimately account for about 70 percent of the <br />traffic. The City would not have a feasibility report prepared <br />if it were not for the proposed subdivision. The roadway to be <br />evaluated is part of the City's MSA roadway system. As such, the <br />City can submit preliminary design costs to be paid by state aid <br />funds. <br />Regardless of any action on this item, staff is requesting that a <br />formal policy regarding feasibility report cost sharing be <br />prepared for future use to assure consistency of feasibility <br />report cost sharing. <br />Mr. Powell explained that up to 50% of the feasibility cost will <br />PAGE 35 <br />
