1 5! <br />w <br />COUNCIL MEETING FEBRUARY 13, 1995 <br />be used to do the soil borings which will be useful to the City <br />in the future and it is a reimbursable cost. <br />Council Member Kuether noted that the traffic study indicated <br />that up to 70% of the traffic on this roadway will come from <br />Trapper's Crossing. She asked if this meant that the developer <br />will asking the City to pay for 30% of the actual construction <br />costs. Mr. Powell said no, the roadway improvement costs are <br />entirely separate from anything that has been done to this point. <br />The study should establish the total cost of the improvement so <br />that specific agreements can be adopted before the development <br />proceeds. <br />Council Member Bergeson noted the high cost of the study and Mr. <br />Powell's desire to adopt a policy for sharing the cost of <br />feasibility studies. He asked that the policy contain criteria <br />for bidding high cost feasibility studies. Mr. Powell explained <br />that the high cost of this study is attributed to the nature of <br />the soils in the study area. <br />Council Member Bergeson moved to approve the study with the City <br />paying up to 50% of the cost not to exceed $10,000.00 only if the <br />project proceeds as a municipal state aid project and would be <br />reimbursable. Council Member Elliott seconded the motion. <br />Motion carried unanimously. <br />Report on County Road J Meeting, February 9, 1995 - The City <br />Council asked Mr. Powell to attend the County Road J meeting. <br />The meeting was held last Thursday at the Shoreview city hall. <br />The purpose of the meeting was to discuss the proposed <br />Metropolitan Council sewer interceptor to be constructed along <br />County Road J (Ash Street). The meeting was initiated by two (2) <br />legislators, Rep. Krinke and State Senator Linda Rundbeck. Lino <br />Lakes City staff had a meeting to discuss the project with the <br />affected Lino Lakes residents on January 30, 1995. The meetings <br />were held in response to a newspaper article and allowed staff to <br />get details of the construction to the property owners because <br />the were very concerned. About 15 residents attended the City <br />meeting and about 30 people attended the meeting in Shoreview. <br />Approximately 10 of these persons were property owners. The <br />remaining attendees were local official and representatives from <br />other governmental agencies with the biggest contingent coming <br />from the Metropolitan Council Waste Water Services (MCWWS). The <br />discussion at the meeting generally concerned the project <br />details, the planning process of Metropolitan Council and how the <br />project costs were affected by installing the interceptor <br />separately from the roadway improvements. <br />Metropolitan Council Waste Water Services indicated that their <br />PAGE 36 <br />
