1 <br />1 <br />1 <br />1 C +a <br />COUNCIL MEETING FEBRUARY 13, 1995 <br />improvement process usually takes from five (5) to seven (7) <br />years from inception through construction. This includes a <br />facilities plan, a system improvement study and a funding plan. <br />The interceptor project was not synchronized with Anoka <br />County/Ramsey County improvement plan for County Road J because <br />the road improvement plan did not start at the right point to <br />"mesh" with the interceptor plan. When the MCWWS became aware of <br />the improvement plan for County Road J, they were not far enough <br />along in their process to take advantage of a joint contract. <br />Mr. Powell explained that the recent changes at MCWWS should <br />provide for more expedient process of future similar projects. <br />Mr. Powell explained that the soil correction completed as part <br />of the county roadway project made the County Road J alignment <br />for the interceptor attractive to the MCWWS from a cost and <br />environment standpoint. The County cleaned up the site, <br />processed the archeological study, corrected the soil. This made <br />the County Road J sight very attractive. The funding for the <br />project will come from MCWWS user fees and not assessments to <br />adjoining property owners is involved. The meeting did not <br />generate any specific recommendations regarding future projects <br />but did reinforce the value of careful planning and communication <br />between governmental agencies. <br />Mr. Powell described where the interceptor will be constructed <br />and noted that construction will begin in 1996 at the lift <br />station on Ware Road. <br />Mr. Schumacher noted that Mr. Bill Johnson of the MCWWS called <br />and asked for quarterly building reports because there is the <br />possibility that Lino Lakes will run out of sewer capacity before <br />the interceptor is completed. Mr. Powell said that this became <br />apparent in 1994 and they have requested these reports so that <br />they can track usage closely. <br />No Council action was required on this matter. <br />Chris Lyden, 6262 Holly Drive asked for clarification regarding <br />the feasibility report for Trapper's Crossing. Will there be the <br />same commitment by the City and the developer such as 50/50? Mr. <br />Powell said that based on a $20,000.00 cost it will be 50/50. <br />However, this has no relation to the cost sharing for the <br />improvement project itself. The feasibility report will <br />establish the approximate project cost. It was noted that the <br />motion to approve participation in the cost of the feasibility <br />study set a limit of $10,000.00 for the City. <br />PAGE 37 <br />
