The Facilities <br />Committee did not feel this was a good option. <br />Mr. McClellan presented a preliminary rendering of the proposed <br />facility on Elm Street. The proposal would involve the addition of <br />some property the District has a purchase agreement on that is <br />currently zoned Industrial. The City expressed some reservations <br />about rezoning industrial property for school use. Additionally, <br />this industrial property is adjacent to the freeway which would <br />provide good visibility for commercial purposes. <br />Brian Wessel added that the EDAB Board should discuss this <br />proposal. They are working very hard to get industrial development <br />into the City and have had numerous inquiries. They are very <br />protective of properties zoned light industrial. The parcel the <br />District is looking at could feasibility generate up to $100,000 in <br />taxes annually - to lose this would be unfortunate. The City <br />currently has only 700 acres of buildable commercial property which <br />is approximately 4.8%. This is a low percentage for communities <br />our size. <br />Mr. McClellan stated that an additional 10 acres in the Elm Street <br />vicinity is crucial for the facility they wish to construct. This <br />facility is proposed to include 3-4 softball fields, 3-4 soccer <br />fields, 1 football field, 8 tennis courts, gym facilities, parking <br />and the school building. Brian added that the 20/20 Program has <br />indorsed the concept of a community center which could possibly <br />include a new City Hall and space for the District Offices. Mr. <br />McClellan indicated that he would be willing to attend the next <br />EDAB meeting to discuss the Districts needs with the Board. <br />Councilmember Bergeson indicated that in his meetings with the <br />School District he had never heard any discussion of the purchase <br />of this industrial property for school use. <br />2. 1994 UBC - Milo Bennett and Pete Kluegel <br />Pete Kluegel explained that we are currently operating under the <br />1988 Uniform Building Code. The 1994 Code has been completed and <br />is recommended by the State. Individual communities must adopt the <br />new Code by Ordinance. This update includes a revised fee schedule <br />which, based on previous permits, could add $110,000 in building <br />permit fees. This new Code becomes effective March 20, 1995. <br />Building contractors have been notified of the increased fees. <br />Mile Bennett explained that the new Code includes several items <br />which are optional. Staff would like to delay review of these <br />optional items to a later date. He added that a new fire code will <br />be reviewed in November. <br />2 <br />1 <br />1 <br />
