COUNCIL WORK SESSION FEBRUARY 21,1996 <br />UPDATE ON ORGANIZED COLLECTION, JACKIE CONSTANT <br />Ms. Constant has been researching the possibility of an organized solid waste collection <br />system for the City. A Solid Waste Committee has been formed and some goals have <br />been established. Currently, the Committee is drafting an agreement that would address <br />these goals. <br />A meeting was held with the haulers on February 13th to let them know about the <br />proposed goals and to get their input on the matter. They were asked to go back to their <br />management and bring other ideas to the Committee. The haulers told the Committee <br />they feel the City is "picking" on them. <br />Safety and the protection of City streets are just two (2) of the goals established by the <br />Committee. Limiting pickup to one day a week and dividing the City into districts so that <br />haulers could bid on a district is under discussion by the Committee. He expressed concern about adding another <br />t ould require additional tax funding. <br />The citizen's survey indicated that some type of environmental oversight board is needed. <br />The survey indicated that the actual structure of the oversight board would be determined <br />by the Council. <br />Mr. Reinert explained that there are already many environmental rules enacted by the <br />PCA, RCWD and other agencies. He also noted that only one out every five (5) acres in <br />Lino Lakes could be developed. He asked Council to recognize that there are already <br />built-in guidelines. <br />Council continued to discuss this matter and then decided that there could be several <br />approaches to the matter.
