COUNCIL WORK SESSION FEBRUARY 21, 1996 <br />Staff prepared and gave Council written Guidelines for City Council Liaison <br />Appointments. The purpose of the guidelines would be to improve communication <br />between the City Council, City departments and members of the public. The flow of <br />information would come from the Department to the City Council via the liaison. <br />Council discussed the role of a liaison. It was determined that this Council Member <br />should be a contact person only and that personnel and personal issues would not be <br />included in its role. Council discussed whether every department and advisory board <br />should have a liaison. It was decided that if the Department Head or an advisory board <br />requested a liaison, one would be appointed. <br />It was noted that the Education Committee requested a liaison from each school district in <br />the City. It was suggested that someone from each of the three (3) school districts within <br />the City should come before the City Council and provide updates. <br />There was no direction on this matter. <br />CITY COUNCIL CONFERENCE ATTENDANCE PO <br />SCHUMACHER <br />Council discussed this matter and directed staf olicy with the following <br />stipulations: <br />1. Conferences in State of Minae ouncil Members should attend. <br />2. National Conferen <br />A. No e t wo (2) Council Members should attend. <br />B. In . ct'•n ear, Members whose terms expire at the end of the year <br />Y <br />shoul of attend. <br />C. A Council Member cannot attend more than two (2) national conferences <br />per term. <br />D. The Mayor cannot attend more than one national conference per term. <br />E. If the national conference is held in Minnesota, all Council Members <br />should attend. <br />The policy shall state that whatever is learned at a state or national conference should be <br />shared with all Council Members. <br />PAGE 4 <br />
