COUNCIL WORK SESSION MARCH 20, 1996 <br />Financing the street improvement project was discussed. Mayor Landers felt that MSA <br />funds should not be used since much of the additional traffic will come from outside of <br />the City. <br />The public hearing scheduled for March 25th will be rescheduled to allow time for staff <br />to prepare the information requested by Council. This matter will be discussed further at <br />the next work session. <br />Several residents of the Elm Street area were in the audience and asked Council to <br />prepare a plan for the overall area. They expressed concern about safety issues caused by <br />the additional traffic generated by the Middle School. The residents felt that the Council <br />was not listening to their concerns and asked Council to consider options that would <br />place the access to the Middle School some place other than on Elm Street. The residents <br />also asked Council to consider how the impact on Elm Street will affect their property <br />values. <br />ORGANIZED COLLECTION AND EARTH DAY UPDATE, <br />CONSTANT <br />Ms. Constant explained that if the Council is seriously c ementing <br />Organized Solid Waste Collection, a resolution of i dopted. Many activities are <br />planned. Council will be updated on this matter. <br />REGULAR AGENDA <br />Agenda Item No. 10C, Centennial Middle School - Staff noted that several issues <br />remain unresolved including the location of the access road and the funding for the access <br />road. Staff felt that since the School District wants to start grading the site as soon as <br />possible, the agenda items could be decided at this time and the access road and funding <br />PAGE 2 <br />
