COUNCIL WORK SESSION APRIL 17, 1996 <br />CENTENNIAL MIDDLE SCHOOL STREET AND UTILITY UPDATE, DAVID <br />AHRENS/RANDY SCHUMACHER <br />Mr. Ahrens and Mr. Mitchell, SEH, presented an updated site plan for the Centennial <br />Middle School. The site plan shows the most current proposal for the relocation of Elm <br />Street. <br />Mr. Mitchell has met with representatives from both the Minnesota Department of <br />Transportation (MnDOT) and the Centennial School District and presented this plan to <br />them. The School District has indicated that the new school will generate approximately <br />1500 to 2000 trips per day. The bus traffic would enter and exit the site via the southwest <br />driveway off of Elm Street and car traffic would enter and exit via the north entrance off <br />of the relocated Elm Street. <br />The Council discussed the new site plan, asked several questions and expressed concern <br />regarding pedestrian traffic on Elm Street near the planned ballfield. Staff reviewed the <br />trail alignment along Elm Street and along Lake Drive. It was noted that e School <br />District will construct the trails which will be located on City right- <br />maintained <br />ight maintained by the City. He did have some issues relating to trails and to signs, however, these issues <br />have been addressed. Chief Pecchia said he is pleased to see a signal light at Elm Street <br />and Lake Drive. <br />This matter is on the April 22, 1996 Council agenda. <br />ROAD CONCERNS, J. P. HOUCHINS <br />Mr. Houchins presented a letter from the Citizens Advisory Group (CAG) relating to <br />recent conversations about extending Birch Street east over I -35E to the Lino Lakes/Hugo <br />border. The City of Hugo has proposed to extend their 134th Street west to meet Birch <br />Street at the border. This would allow Hugo residents to bypass Main Street to access I - <br />35E. <br />PAGE 2 <br />
