•
COUNCIL MEETING APRIL 22, 1996
PARKS AND RECREATION BOARD
Paul Montain
George Lindy
Joe Schmidt
Mr. Schumacher noted that formal action has to be taken by the City Council.
Council Member Lyden said that some residents feel that there is a possibility of a second
tabulation error.
Council Member Neal said that before the meeting started this evening, someone
threatened a Council Member. Therefore he said he would not reveal how he will vote on
this matter.
Council Member Lyden said that threats are inappropriate, however, it does not address
the issue that was just mentioned.
Mr. Trehus from the audience asked Council Member Neal if someone called a Council
Member and directly threatened them about the Planning and Zoning Board
appointments. Council Member Neal said yes and explained that he was really mad
about this matter.
Mr. Trehus asked Council Member Neal if somebody called him and threatened him
about how he was going to vote on the Birch Street watermain project, does that mean
that how you vote on that issue should be keep confidential as well. Council Member
Neal said he did not know. Mr. Trehus asked Council Member Neal where do you draw
the line? Council Member Neal said that the line is being drawn now, if he gets any more
threatening telephone calls he will get the Police Department involved.
Council Member Lyden said he agreed with Council Member Neal however, there is a
cloud out there. This could be resolved in a matter of two (2) or three (3) minutes by
simply writing down who we voted for and put it on the table for everyone to look and
tabulate them and then everyone of the Council Members agree that is how they voted.
Council Member Neal said that the City Council already did this. Council Member
Kuether suggested that everyone write down their candidates and give the ballots to the
City Attorney for him to tabulate.
Mr. Trehus asked why the Council Members cannot show their votes to each other.
Council Member Kuether said that she had no problem with that before. Mr. Trehus said
that there is one person on the City Council that he trusts and as long as this person gets
to see everybody's ballot he will be satisfied. Mr. Trehus said that there is a discrepancy.
• Council Member Bergeson said that he felt comfortable voting over again but did not feel
the ballots should be circulated among the Council Members. If the ballots are circulated
PAGE 45
