COUNCIL WORK SESSION MAY 8, 1996 <br />Council expressed concern that every possible means be used to insure that the <br />developer cannot in any manner avoid any of his responsibilities or excuse him <br />from future assessments if he purchases additional property. Staff explained that if <br />the developer does not sign the Development Agreement, the public hearing will <br />be continued. Staff noted that Council must take action on this matter by June <br />22nd. <br />REGULAR AGENDA, ITEM NO. 7G, DAVID AHRENS <br />Mr. Steve Andre, 495 Ash Street, noted that a revision of the Noise Ordinance is <br />on the agenda. He expressed concern that this proposed ordinance does not <br />address "boom boxes" in cars and lawn mowers. <br />Mayor Landers suggested that staff attend training opportunities regarding <br />acceptable noise levels presented by the Minnesota Pollution Control Agency. <br />This should enable staff to respond to noise complaints more efficiently. <br />REGULAR AGENDA, ITEM NO. 7H, DAVID AH <br />Since the last public hearing, Mr. Ahrens has met its i_ -=*r ood <br />representatives twice and has made suggesti n w :. + ffer the noise and the <br />visual impact of the new Middle Scho e i e rhood is concerned about <br />traffic safety problems involving the ay entrance. He has informed <br />them that the driveway is esse bus traffic flow pattern. He will present this option at the Council meeting. <br />Council su t' there be a formal policy preventing school buses from <br />exiting onto reet, west bound and then turning south on 2nd Avenue. <br />Council is on cord as opposing this route as an access to Lake Drive. Council <br />had directed that all bus traffic accessing Lake Drive turn left on Elm Street and <br />go east to access Lake Drive. <br />Mayor Landers noted that the Chief of Police is concerned about emergency <br />traffic during the time just before school starts and just after school has ended. He <br />may support the residents new proposal. <br />FRIENDS OF THE PARK UPDATE, MARTY ASLESON <br />Ms. Martha Walmsley, a member of the Friends of the Parks Foundation will be at <br />Monday evenings Council meeting to update the Council on some of their projects <br />currently in progress. <br />PAGE 4 <br />
