• <br />• <br />• <br />COUNCIL WORK SESSION MAY 22, 1996 <br />Staff explained that if Council is interested in the concept, negotiations with the current <br />landowners should begin as soon as possible so that the City can control the development. <br />There is some protection by virtue of the current zoning. <br />Staff asked Council for direction regarding public facilities (city hall, police station, <br />Centennial Early Childhood Center). Council asked if a community center should be <br />considered as part of the development. <br />It was determined that staff would prepare a preliminary concept plan for the public <br />sector including financing options and a phasing plan. A separate concept plan will be <br />prepared for the public facilities. Because of the variety of development, a variety of <br />financing options will be required. Tax dollars would not be used. <br />Mr. J. P. Houchins presented a letter from the 20/20 Group in support of the concept plan. <br />The concept plans will be available in approximately one month. <br />ENVIRONMENTAL BOARD, MAURINE DAVIDSON <br />On February 7, 1996, representatives of the Citizens Advisory Group (CAG) of the 20/20 <br />Vision Plan met with the City Council to discuss the prospect of establishing a citizens <br />environmental advisory board. Council directed the CAG to gather information on other <br />cities' approach to environment issues. The Council requested that this information be <br />given to them, along with a proposed draft of the by-laws. A proposal for the <br />establishment of an Environmental Board was presented to Council in early April. <br />A draft of the by-laws for this Board have been prepared and were given to the Council. <br />Ms. Davidson and Mr. Houchin explained that an Environmental Master Plan is needed <br />so that there would be no surprises for the developers. <br />Council discussed the by-laws and suggested several changes. Membership on the Board <br />was discussed. Council directed that Mr. Houchins, Ms. Davidson, Ms. Amy Donlin and <br />staff prepare a list of qualified residents who are interested in serving on the Board. The <br />Council will appoint the Board. <br />Consideration of Environmental Board appointments was added to the agenda for <br />Tuesday evening. <br />UNITED WASTE HAULERS AND ORGANIZED COLLECTION UPDATE, <br />JACKIE CONSTANT <br />The City licenses solid waste haulers and has limited the number of licenses issued in the <br />City. All licenses have been given to haulers. Recently, United Waste Haulers purchased <br />Lake Sanitation and Gallager's Waste Removal. The result is that the one residential <br />license haulers license will be replaced and the one commercial haulers license will be <br />PAGE 3 <br />
