• <br />• <br />COUNCIL WORK SESSION MAY 22, 1996 <br />split into two (2) licenses. Ms. Constant asked that Council direct her to obtain a legal <br />opinion from the City Attorney as to how this situation fits the current Solid Waste <br />Ordinance. <br />Council directed Ms. Constant to get a legal opinion from the City Attorney and bring the <br />information back to the City Council. <br />The process of instituting organized solid waste collection is progressing. Ms. Constant <br />has held a meeting with the haulers. Truck traffic flow, areas of coverage for each hauler <br />and rates charged by each hauler were discussed. <br />Council will be updated on this items as it progresses. <br />WATER SUPPLY PLAN, DAN FABIEN, TKDA <br />Mr. Ahrens introduced a proposed Water Supply Plan to the Council two (2) weeks ago. <br />This Plan is an attempt to comply with the State mandate requiring all municipalities to <br />evaluate their rate structures and education programs and their impacts on reducing <br />demands before new well approvals or increases in authorized water volumes can be <br />obtained from the DNR. Put simply, the mandate requires municipalities to change to a <br />more conservation oriented rate structure and prepare ordinances addressing water bans <br />and other methods of controlled water usage. <br />Mr. Fabien presented a draft ordinance addressing control of water resources. Council <br />was asked to review the draft. The draft will be discussed in detail at the June 5th work <br />session and then brought forward for Council approval at the June 10th Council meeting. <br />BMX TRACK, REHBEIN'S ARENA, NATIONAL EVENT, MARY KAY <br />WYLAND/NANCY RIVARD <br />Ms. Wyland briefly outlined the background on this particular BMX Track. The Zoning <br />Ordinance is in the process of being updated and it will include BMX uses. <br />Ms. Wyland explained that the Rehbein's BMX Track will host a national competition in <br />August. Since the current Zoning Ordinance does not address BMX tracks, should the <br />City amend the current Zoning Ordinance or should a special event permit be required for <br />this event. Staff was made aware of this event this morning so there has been no time to <br />respond in any way. <br />Ms. Rivard explained that this event will be a fund raiser. She also noted that BMX bike <br />racing is a sport that is growing in popularity and hosting a national event is very <br />important. <br />PAGE 4 <br />
